CITY OF ST. JOSEPH, MINNESOTA August 5, 1976
The City Council of the City of St. Joseph met in regular session on Thursday
August 5th at 8:00 p.m.
I Members present Herman Schneider, Bud Reber, Hugo Weyrens Jr., Steve Dehler,
Mayor Harry J. Knevel, Attorney John Knapp; Engineer Joe Bettèndorf.
Absent Clerk Bob Johnson, vacation
Also present Don Kierzek, Tom Jovanivich
Metting called to order 7:55 p.m.
Minnutes a?proved Motion by Hugo Weyrens seconded by Bud Reber to approve minutes
of 5 6 - 5/20 - 5/27 - 4/3 - 6/8 - 6/16 - 6/17 - 7/7 - 7/8 - 7/15 as previously
presented.
July Treasurer Report Presented and approved on motion by Herman Schneider seconded
by Hugo Weyrens.
Approval of Bills deferred till Aug 11, 1976
Mike Strickler presented his proposal for a Jaycee Invitational Shooting Tournament
at Millstream Ballpark - Field B.
Concern for safety of 22 caliber rifle and hand gun competition was brought
up - having just shotgun would not probably payoff. Mike was asked to check
out possibility of holding the meet at DelTon or some other set up. The
I fear of stray bullets from rifle fire was the reason for this.
Bar Owners present Claude, Carol Menzhuber, Denny from El Paso. They spoke of
their concern that adding another off-sale would or could create cut throat
bootleg type business and cause a lot of problems. No other bar owners present.
Jones Request City council felt unanimously that after thorough review of infor-
mation supplied by Minnesota Municipalities League that the City of St. Joseph
S~ould not go into the Municipal liquor business. Motion by Herman Schneider
seconded by Bud Reber

Nayes: None
Motion by Bud Reber seconded by Hugo Weyrens to approve the off sale liquor license
requested by Bill Jones - contingent on state approval.
Ayes: Schneider, Reber, Weyrens, Dehler, Knevel
Liquor store Sketched plans were presented by Hugo Weyrens of the liquor store
area. An additional exit on the north side of the area as recommended by
Planning Commission will be put in.
Motion made by Hugo Weyrens seconded by Steve Dehler to approve the plan.

A total of 51 parking places vdll surround a 44x40 building
I Attorney Tom Javonovich was present. City Attorney John Knapp presented his proposal
for the City to hire Tom Jovanovich as an assistant city attorney to handle
criminal matters at $25.00 ~er hour for 3 month trial period. Legal services
to be performed by Tom ëffé~tive 8/12/76~
Motion by Bud Reber seconded by Hugo Weyrens to approve the relationship
set forth in previous paragraph.
