CITY OF ST. JOSEPH, MINNESOTA
- The City Council of the City of st. Joseph met in special session on Thursday,
October 28, 1976 at 7 pm in City Hall.
Members present Mayor Harry J. Knevel; Councilmen, Herman Schneider, '.<~ ~
Hugo B. Weyrens, Steve Dehler; ~c'Clerk Bob Johnson; Attorney John Knapp.
Others present were: Ray Krebsbach, Krebsbach Motors, Fred Cadel, Miller Pontiac "
bidders on Police Patrol car
Bids for Patrol Car Pontiac delivery 30 days, Chev delivery 30 - 60 days.
Miller Pontiac bid total on LeMons Enforcer - total bid - $4,780.00 (mid-size car)
Chevrolet Impala - Krebsbach Motors - total bid $5,480.00 (full size car.
Vehicles to be brought to city hall on Wednesday 7:30 pm Nov 3.
Final action on bids delayed for further study and review until meeting on
Nov 4, 1976 on motion by Dehler seconded by Weyrens.

Ordinance 1976-F second reading presented by Attorney John Knapp changes to be
incorporated and examined at next meeting.
Dog Problem discussed with Ray Bechtold. A motion was made by Weyrens seconded
by Schneider to establish the following dog complaint policy. Maintenance
Dept. personell to answer dog calls until other arrangements can be made.
Call hours to be 8 am to 3:30 pm Monday thru Friday

Police Manual review Council examined and reviewed. A motion was made by Dehler
seconded by Weyrens to approve the Police manual with the following changes,
corrections and additions: Page 125 corrected and a new page 117 added (Equip-
ment turn in policy~

Nayes: None
Towing Increase A motion was made by Schneider seconded by Weyrens to approve
request of Granite City Towing for tow rate increase from $12.50 to $15.00
Request Granite City Towing park tow-in vehicles in lot nearest St. Joseph.
Ayes: Schneider, Weyrens, Dehler, Knevel.
Nayes: None

approve attendance of assessor and clerk at County Instructional meeting on
Nov 16 - 9:30 am.

A motion was made by Weyrens seconded by Schneider to instruct City Clerk to
send communications to the following residents regards winter time parking:
LeRoy Rebischke, James Loso, Joe Fitzgerald, Dave Karn, Dave Terwey, Bob Borresch.
Motion to adjourn by Dehler seconded by Weyrens at 12:35 am.

The City Council of the City of St. Joseph met in regular session on Thursday, -
November 4, 1976 at 7:30 pm in City Hall.
Members present: Mayor Harry J. Knevel; Councilmen Herman Schneider, Bud Reber,
Hugo B. Weyrens, Steve Dehler; Clerk Bob Johnson.
Treasurer ReportTreasurer report for month of October presented by Clerk. Motion
made by Weyrens seconded by Reber to approve treasurer report as presented.
Ayes: Schneider, Reber, Weyrens, Dehler, Knevel.
Nayes: None
Ray Brandenberger Representing the Lions group. Build park shelter in Millstream
Park ( 20 x 40 structure). Council to decide location.
A motion was made by Dehler seconded by Weyrens to accept Lions proposal to
construct shelter structure in Millstream Park. Park Board to review and
approve specs and location.
Ayes: Schneider, Reber, Weyrens, Dehler, Knevel.
Nayes: None
Cliff Grabinski - Park Refuse Service Requested a 2O¢ per acct per month increase
on garbage pickup fee effective Jan 1, 1976.
A motion was made by Schneider seconded by Weyrens to approve request as stated
above.
Ayes: Schneider, Reber, Weyrens, Dehler, Knevel.
Nayes: None
Bills presented Motion was made by Reber seconded by Dehler to approve bills
as presented.
Ayes: Schneider, Reber, Weyrens, Dehler, Knevel.

Police Car Bids Motion was made by Weyrens seconded by Reber to reject police car
bids received and re-advertise. New bid opening scheduled for Tuesday, Nov. 23,
1976 at 7 pm. Change in specs to include intermediate size car.
Ayes: Knevel, Schneider, Reber, Weyrens.
Nayes: Dehler
Forester report City to participate in Nov 20 State tree pickup program. Notice
to residents by RTN to Call City Hall reporting locations.
Election Canvass A motion was made by Reber seconded by Dehler to approve election
canvass as conducted and approved by election judges.
Engineer report Report on east-end project examined - Hud program information reviewed.
Report on sewer and water usage presented by engineer relating to institutional use.
Excavation Ordinance Possible changes in ordinance being considered Page 10 parg 5.8.4.
Snow Removal A motion vms made by Weyrens seconded by Schneider to approve city
maintenance dept. participation during regular time to aid in snow removal
from Downtown business area when possible. City to establish snow removal
fund by depositing $200.00 on Jan 1, 1977. Street Commissioner to authorize
expenditure of fund.
