JOSEPH, MINNESOTA The City Council of the City of St. Joseph met in regular session on Wednes- day, December 8, 1976 at 7~40 p.m. in City Hall Members present~ Acting Mayor Herman Schneider; Councilmen Hugo B. Weyrens, I Steve Dehler, Bud Reber; Clerk Bob Johnson; Attorney John Knapp. Absen t: Mayor Harry J. Knevel, surgery rec.uperation. Also present: Councilman-elect Mike Husen. Minutes approved: A motion was made by Weyrens seconded by Dehler to approve the following minutes: 10/7, 10/21, 10/28/76. Ayes : All N ayes: None. Treasurer Report~ City Treasurer Leo Sadlo presented the monthly fund report.. Treasurer's report approved on motion by Dehler seconded by Weyrens. Ayes ~ All Nayes: None Transfer of Funds: A motion was made by Weyrens seconded by Dehler to transfer $3000. from General Revenue Fund to Street Imp. 1974-A Fund. Ayes: All Nayes~ none Mark Zimmer-Agenda:Liquor license fee increase - Zimmer suggested council in future invite liquor dealers in to discuss fee increases. The follow- ing increases were the first since the 1940ls for non intoxicating and since 1961 for on-sale liquor~ I Effective Jan:.. .1, 1977: Non....intoxicating: On sale (25.) to 75.00 Off sale (5.) to $10.00 club on-sale - (lO.OO)t~ $20.00 club off sale - (5.00) to $IO.OO Effective July 1, 1977: on-sale liquor - (300.00) to $1500.00 Property Abstract: Attorney Knapp reported receiving abstract relating to Margaret Reber and Herb Schneider properties. Street and alley vacation in Mobil Home Court dated April, 1971 examined by Attorney Knapp and council. North Street was not vacated in 1971. Copies were placed on file. Proposed Ordinance No. 1976-C: Regulating parking of semi-trailers, trailers, trucks, end truck-tractors within City of St. Joseph. A motion was made by Weyrens seconded by Reber to approve passage of Ordinance No. 1976-C. Ayes: All Nayes: None. Petition Preparation: A motion was made by Weyrens seconded by Dehler to instruct attorney to prepare petition of annexation for the former Aloyius Eich and present John Eich property .40 A Part of SEi NW% Sec. 10 501 x 3501. Ayes: All Nayes: None. 24-Hour Parking Violation A motion wqs made by Weyrens secQnded by Reber I to dispatch communication to Robert Hiltner 116 East Ash explaining city parking and towing policies - council regrets it cannot waive fines or tow charges. Ayes: All Nayes: None. Fire Radio Communications: A motion was made by Dehler seconded by Weyrens to approve purchase of fire dept. radio communications as recommended by Fire Advisory Board and requested by Fire Dept. Purchase to be contingent upon'"St. Joseph Town Board agreement to participate. Ayes: All Nayes: None Fire Board Members Salary: A motion was made by Reber seconded by Weyrens to approve Fire Board members salary at $80.00 per year per member. Ayes: All Nayes: None Planning Report: Councilman Weyrens presented a report of Planning Commission activities. Report placed on file.
