HomeMy WebLinkAbout1976 [12] Dec 14 730 Tuesday, Dee 14, 1976 CITY OF ST.JOSEPH, MINNESOTA The City Council of the City of St. Joseph met in special session on Tuesday, December 14, 1976 at 8 p.m. in City Hall. Members present: Mayor Harry Knevel; Councilmen Herman Schneider, Bud Reber, I Hugo Weyrens, Steve Dehler; Clerk Bob Johnson. Also present Dept of Transportation representatives: Dist. Engineer Darrel Durgin, Ed McCullugh traffic manager. State Representative Bernie Brinkman, County Commissioner Laverne Plantenberg, Councilman-elect Mike Husen. Purpose of Meeting: Discuss possibility of acquiring traffic lights at the junction of Hwy 52 and County Rd #2. Review of similar areas and speed control practices presented by engineers. Cost apportionment State 50% - City-County 50% - $85,000. The intersection does not meet volume warrant nor accident warrant criteria to qualify for installation of signals at this time. (all data on file in Transportation file.) Dept of Transportation representatives stated the intersection did not meet department criteria nor were there plans to make changes on present u.s. Hwy 52 until a study is completed following opening of Interstate 1-94. The officials indicated a survey would be made ôf the intersection after I-94 is in operation. Special Use Permit: A motion was made by Reber seconded by Weyrens to approve special use permit of Dr. Jerry Wetterling as recommended by City Planning I Commission with the stipulation that he is to provide off street parking for five cars, and that the parking area is to be hard surfaced no later than Sept 1, 1978. Ayes: All Nayes: None Amendment to Exavation Ordinance 1976-B A motion was made by Dehler seconded by Weyrens to approve revision of Excavation Ord. No. 1976-B to be published as amendment to Ordinance No. 1976-B. Copy on filein city ordinance book. _ Ayeg: All Nayes: None. Budget Adoption A motion was made by Weyrens seconded by Reber to approve city general operating budget for 1977. Copies to be available at city hall. Ayes: all Nayes: None A motion was made by Reber seconded by Dehler to approve 40% (city share) of fire final 6 months of 1976 fire report statement. Ayes: All Nayes: none A motion was made by Weyrens seconded by Reber to approve 24 hour parking I ticket policy and 2 a.m. to 7 a.m. - parking policy as presented by Police Chief Lorentz. City to continue monitoring metro sewer meetings.
