Pursuant to due ca,_ and notice thereof the City Council of the City
I of St. Joseph met in regular session on Thursday, January 5, 1978 in
City Hall at 7:30 p.m.
Members Present: Mayor Hugo B. Weyrens; Councilmen, Herman Schneider,
Bud Reber, Steve Dehler, Mike Husen; Clerk Bob Johnson;
Treasurer Leo Sadlo.
Others Present: Five teenagers observing council proceeding~~

Treasurers Report: Report presented by Clerk in a~n~e of treasurer
approved on motion by Dehler seconded by Husen.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: none.
Report on Daniel Funeral Home Petition: Majority of persons in area
signed petition approving rezoning for construction and
operation of a funeral home in the Zone one annexation area.
Two area residents did not sign the petition and were
objecting to rezoning without proper planning.
1978 ApP9jntments: A motion was made by Schneider seconded by Reber
to approve the following appointments for 1978:

Attorney Tom J?vanovich: Attorney presented information relating to
City involvement in a legal action. All document copies
submitted to City insurance carrier.

Liquor Re~~dency: Attorney presented information regards liquor I
residence requi~[ment. City may enforce residency re-
quirements. Courts have been upholding such requirements.
Further study to be made by Council - Liquor license
considered a nrivilege not a right.
El Paso Easement: Diagrams of existing se··'er line sho\oJn - indicatinr;

Resolution: A motion was made by Husen seconded by Dehler to instruct
engineer to advertise for bids on January 20 - 27, 1978.

Police Department Complaint Policy: Policy prepared by City Attorney
Jovanovich, A motion was made by Schneider seconded by
Husen to approve policy as presented.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None.
Annexation Petitions Resolution: A motion was made by Husen seconded

Hillstream Park: Bud Reber reported city crew progressing well on
Millstream Park project obtaining data necessary for
grant application.
A motion vms made by Reber seconded by Dehler to approve
$150.00 yearly for Police Reserve Clothing allo\·¡ance fund.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
