Joseph met in special session on Thursday, January 26, 1978 at 7:30 p.m. in city Hall. Members Present: Mayor Hugo B. Weyrens; Herman Schneider, Mike Husen, I Steve Dehler, Councilman; Clerk Robert Johnson. Also Present: Mike Loso, fire chief, John Decker, Stearns County Histori- cal Society. Fire Chief report on Communications: Mike Loso presented a report on 10 pagers purchased recently - 6 have been issued. Presented a request for 13 additional pagers and encoder for Dept. Estimated cost: $4000. to $4500. Stearns Historical Society Report: Mr:' - Decker indicated the county in process of updating Stearns County History. People will be collecting artifacts, documents, interviewing senior citizens. Slide presentations will be presented - one year program. plans to interview 50 to 75 persons in st. Joseph area. Council informed Mr. Decker he can expect full cooperati~n from council members and city personnel. Housing Board Report: Mike Husen reported on progress in establishing a Rental Housing Board. Presented list of names interested in serving on board. List of candidates to be presented to City Planning Commission. Herman Schneider presented Stearns Report: Schneider indicated several I new member cities were in attendance at Albany for the quarterly meeting of the Stearns County League. The next meeting will be held at Sauk Centre, the date will be set at a later date sometime in May. Water Dept Purchases: A motion was made by Dehler seconded by Schneider to approve purchase of the following water dept supplies: meters, readers, parts - cost estimate $3000. Ayes: Schneider, Husen, Dehler, Weyrens Nayes: None Ceta Report: Ceta employment position and Public Works Project for summer to receive further study. Snowmobile Ordinance: Discussion held on snowmobile use in Millstream Park. Council in favor of changing ordinance to allow snow- mobiling in Millstream Park. Radio equipment communications report presented. Recreation Financial Report Presented: The 1977 st. Joseph Recreational Association financial operations statement was presented and reviewed by council. Report placed in association file. Sanitary Sewer Line under T.H.52 Report: Engineering report prepared by I Gale Eastwood P.E., Carley Engineering was presented - re- lating to the sanitary sewer capacity under T.H. 52. The estimate population served by stretch of line north of Hwy 52 to plant (see sketch point STP-A) has been calculated at 4600 to 6400 people (at 100 gals per jay per person). Stretch of line under T.H. 52 would serve a population of 6,000 to 8,400 people. (~pwpr fl1e). 801 A motion was made by Dehler seconded by Husen to approve the following persons as election judges for the Feb 13 primary and Feb. 27 I general election: Ann Zwack, RoseJTlarion Schneider, Betty Raul Larry Roeder, Rose lVIayer, Marlene lVIaleska, Roman Zwack, Ben Kremer, I. M. Johnson, Bob Johnson. Ayes: Schneider, Husen, Dehler, Weyrens. Nayes: None Sno JOes Thank You NOte: The City Council received a thank you note from the Sec-Treas of the Sno J oes, Inc. for use of Millstream Park to conduct a snowmobile safety course. Reportedly 37 youngsters were able to complete the course. Police Reserve Financial Report: Council reviewed the annual Police Reserve financial report presented by Treasurer Terry Schwab. Report was placed in Police Reserve unit file. A motion was made by Husen seconded by Schneider to increase treasurer's salary 12% for 1978. Ayes: Schneider, Husen, Dehler, Weyrens. Nayes: None A motion was made by Husen seconded by Dehler to appoint Herman Schneider as City Plumbing Inspector. Ayes: HUsen, Dehler, Weyrens.
