Pursuant to due call and notice thereof the City Council of the City of
st. Joseph met in special session on Thursday, February 23, 1978 at 7:30 p.m
in City Hall.
~ Members Present: Councilmen, Herman Schneider, Bud
Mayor Hugo B. Weyrens;
Reber, Mike Husen; Clerk Bob Johnson.
Also Present: Mike Loso, Fire Chief presented two applications for member-
ship: Dennis pfannenstein (23) and Frank Danzl (18) . A motion was
made by Reber seconded by Schneider to apprüve both applications.
Ayes: Schneider, Reber, Husen, Weyrens.
Nayes: None
Fire Chief reported on equipment upgrading, resuscitator, stretcher.
State program on rescue and first aid to be provided by state - 1 night
per week for 4 weeks.
Police Chief: Submitted monthly :'eports for Dec 1977 - January 1978 ~ traffic
and incident reports also presented for 1977.
A motion was made by Husen seconded by Reber to approve Police Chief
attendance at chiefs' institute, on March 28,29,30.
Ayes: Schneider, Reber, Husen, Weyrens.
Nayes: None
Police car repair reviewed -, estimates to be examined.
Council and Park Board to meet in near future.
Councilman Steve Dehler arrived at 8:30 p.m.
Minutes Approved: 10/6, 10/20, 11/10, 11/17, 11/22, 12/8, 12/29, 1/5, 1/12, 1/26.
A motion was made by Schneider seconded by Reber to approve minutes
listed above.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None.
March 7, 1978 - New meeting date for Improvement and Bid award changed from
Feb 28 ro March 7 due to precinct caucuses.
Seal Resolution: A motion was made by Dehler seconded by Husen to approve
the following resolution: approving the 1890 seal of the Village of
st. Joseph as the official seal of the city of st. Joseph as affixed
to this resolution.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None
Resolution placed on file in Resolutions Book # 1.
Trailer Purchase A motion was made by Reber seconded by Husen to approve
purchase of double snowmobile trailer for $175.00.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None
Gary Montifering: A motion was made by Husen seconded by Dehler to approve
monthly rate of $200.00 for Gary Monterfering on Housing Rental Project.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.

Councilman Dehler passed out Brochures - ~edical Clinic: Dehler presented
a report along with brochures relating to st. Joseph/Cold Spring
i>Iedical Clinic. Financial activity report also presented.

A motion was made by Schneider seconded by Husen to approve city letter
of approval and support of the st. Joseph/Cold Spring ~edical Clinic.
Voting for motion: Schneider, Husen, Dehler, \\'eyrens.
voting Against: None
Abstaining from voting: Reber.
Liquor Application: Liquor applications to be ready for dealers at Thurs.
April 20 council meeting at 9 p.m.
Employee Salary Negotiations Resumed: Employee spoXesman Bill Lorentz indi-
cated city countèr proposal #2 for $100 monthly + 7% for 1978 + 7%
in 1979 would be acceptable.
A motion was made by Schneider seconded by Husen to approve a $100
per month plus 7% increase in 1978 and 7% increase in 1979.
Voting for: Schneider, Husen, Dehler.
Voting asainst: Reber
Abstaining from voting: Weyrens

Clothing Allowance: A motion was made by Husen seconded by Dehler to approve
$20.00 for clothing allowance for all three police dept. officers.
Ten dollars additional added to Bill Lorentz monthly salary in lieu
of a $10 salary increase added to clothing allowance a number of years
ago.
Ayes: SChneider, Reber, Dehler, Husen, Weyrens
Nayes: None
Comp time change: A motion was made by Dehler seconded by Schneider that
police dept. compensatory time will be at 1~ times off.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: NOne
Holiday Policy: A motion ,,¡as made by Dehler seconded by Reber to abolish
City holiday policy referring to holidays worked to be taken off
within 30 calendar days.
Voting for motion: Dehler, Reber
Voting against: Schneider, Husen, l'ieyrens.

Maintenance Dept: Dick Taufen, ~aintenance Supt. presented a request for an
lncrease in salary from 1 hour overtime per day to 2 hours each day for
plant checks on Sat. and Sun.
A motion was made by Schneider seconded by Husen to approve 1~ hours
overtime per day on weekends for maintenance dept.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None
A motion was made by Dehler seconded by Reber to add to vacation schedule:
4 weeks after 20 years service.
Ayes: Reber, Dehler, Husen, \\'eyrens.
Nayes: None

Riding Mower: A motion was made by.Dehler seconded by Reber to approve
purchase of the 6 months old 16 horse Massey Fergerson 1655 tractor
I' .
