HomeMy WebLinkAbout1978 [03] Mar 07 1_0 Tuesday, March 7, 1978 Pursuant to due call and notice thereof the City Council met in special session on Tuesday, March 7, 1978 at 7:30 p.m. to conduct a special improvement hearing on the East Side Project No. 77-2311. I Members Present: Mayor Hugo B. Weyrens: Councilmen, Steve Dehler, Mike Husen, Herman Schneider; Clerk Bob Johnson; Attorney Tom Jovanovich; Engineer Joe Bettendorf. Absent: Councilman Bud Reber. Others Present: Sheila Nahan, Jean Marthaler, Allen Marthaler, Adeline Gillitzer, Don Landwehr, Tom Dingman, M.J. Martini, Sister Patrice Reed, Sister Clyde Panelchi, Sandra S. Henschke, Florian Eich, Al J. Schindler, Al A. Schindler, John Walz, Charles Cushing. John Walz questioned containment capability of holding pond to prevent flooding his land. Engineer assured Mr. Walz every precaution would be exercised to prevent flooding due to excessive storm sewer drainage to ho1iing pond. Engineer Bettendorf: Presented resume of project and report on project bids. Low bid reported at $404,644.37 submitted by Kenko, Inc. Minneapolis, Minn. Charles Cushing requested information relating to water installation north of Minnesota Street. Annexations coming in now after the initial annexation would have to assume the related costs. Boring and trenching costs reviewed by engineer. Project to start approximately April 1, 1978. Engineer indicated boring under Minnesota Street and installing lines off I south side main to north side advisable with project. A motion was made by Dehler seconded by Husen to close hearing at 7:45 p.m. Ayes: Dehler, Husen, Schneider, Weyrens. Nayes: None Engineer indicated notice to proceed to contractors after pre-construction conference. Completion date estimated as August 31, 1978. Attorney indicated assessment hearing will be held in late summer or early fall. Assessments should be between 5 to 8% below estimates unless unforseen problems occur. New power to area to be underground, existing lines to remain. Annexation fees: Municipal Board ($50.00). Council to determine fee for annexation of each individual parcel. Bond sale information presented by Attorney Tom Jovonvich. A motion was made by Husen seconded by Schneider directing engineer to prepare final plans and specifications and ordering construction on project No. 77-2311. Voting for the motion: Weyrens, Schneider, Dehler, Husen. Voting against motion or abstaining: None. Motion carried. I Bid Award Resolution: A motion was made by Schneider seconded by Dehler to award the contract on project No. 77-2311 East Side Development Project to the low bidder, Kenko, Inc. Minneapolis in the amount of $404,644.37. 811 Voting for: Weyrens, Schneider, Dehler, Husen.
