HomeMy WebLinkAbout1978 [04] Apr 06 817 Pursuant to due call and notice thereof the City Council of the City of st. Joseph met on Thursday, April 6, 1978 at 7:30 p.m. in city Hall. Members Present: Mayor Hugo B. Weyrens; Councilmen; Herman Schneider, Bud Reber, Steve Dehler, Mike Husen, Clerk, Bob Johnson; Treasurer, Leo Sadlo. Also Present: Claude Menzhuber; Art Lampbrect; Attorney Tom Jovanovich arrived at 8 p.m. Treasurer Report: Treasurer Leo Sadlo preser.ted the monthly city fund report. A motion was made by Dehler seconded by Husen to approve Treasurer report as presented. Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: NOne Fire Dept By-laws: Council reviewed fire dept by laws relating to recent membership reduction. A motion was made by Schneider seconded by Reber to accept fire dept recommendation of the relief from duty of John Kremer and Matt Gillitzer. Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: None Baseball Dugout report: City employees removed old dugouts - cost estimate reduced to approximately $1800.00 complete with 6" slab. A motion was made by Reber seconded by Husen to approve baseball dugout installation at Memorial Park at a cost of approximately $1800.00 Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: NOne Minutes approved: Minutes of Feb 9, Feb 14, Feb 23 1978 approved on motion by Schneider seconded by Husen. Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: None. Schneider name removed from Feb 23, 1978 minutes on the last two motions: Riding Mower purchase etc. and vacation schedule etc. Planning Commission Meeting Report: Mike Husen presented a report of the April 3 Planning Commission meeting. REcommendation of planning Commission presented: planning Commission on motion by Schroeder seconded by Kelly unanimously recommended council establish a R-4 Multiple Residence Dist. Indications were Planning Commission also feels requirements in R-4 should include 1 unit for each 2500 sq. ft. of lot area and maximum of 24 units. Bar Policy: A motion was made by Reber seconded by Schneider to approve st. Joseph Police Dept. Bar Policy with deletion of B. in No. v.- lack of viewing area. Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: None Engineer Bettendorf: Indtroduced Jerry George to Council. George to be Carley engineering full time field inspector on East Side Project. Compaction most critical problem - cited by engineer. Kenko insurance certificates reported O.K. by Engineer Bettendorf. Performance Bond question reviewed. John Walz basement reported 6' above marsh level. Septic system in flood plan. 818 East Side Pond Area Borings & Pisometers: Engineer recommended boring and installation of pisometers to monitor water levels in East Side Pond drainage area. 6th Ave SE Feasibility Report Presented: Engineer Bettendorf presented the 6th Ave SE feasibility report: schnedule publications for 6th Ave project (2 ) (Hearing I\lay 18 - 8 p.m. Council meet 7 p.m.) A motion was made by Schneider seconded by Dehler to accept feasibility report of Project 78-6012, Street Imp. 6th Ave S.E. area, and preliminary plans and specs and estimated costs as presented by Milner W. Carley &, Asso. engineering firm. Further, the clerk be directed to publish notice of hearing to be published in the st. Cloud Times as per requirements. Mailed notice to all owners of parcel within proposed area also to be completed by clerk not later than 10 days before date of such hearing. Ayes: Schneider, Reber, Dehler, Husen, \\'eyrens. Nayes: None A motion was made by Husen seconded by Dehler to increase Police Reserve salary to $3.00 per hour with a monthly report of expenditures and hours be presented to Council. Ayes: Husen, Dehler, Weyrens Abstaining: Reber, Schneider. Motion carried. Bills Presented: A motion was made by Reber seconded by Husen to approve payment of bills as presented.
