Pursuant to due call and notice thereof the city Council of the City of
st. Joseph met in special session on Thursday, April 20, 1978 at 7:30 in
ci ty Hall.
I Members Present: Mayor Hugo B. Weyrens; Councilmen, Herman Schneider,
Bud Reber, steve Dehler, Mike Husen. Clerk Bob Johnson, Attorney
Tom Jovanovich, Bill Lorentz.
Tree stump Removal: A motion was made by Reber seconded by Schneider to
approve tree stump removal on public property by stevens Tree
Removal of Upsala at 75¢ per diameter inch.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens
Nayes: None
Bond Sale Resolution: Attorney presented resolution format on East Side
Project Bond sale to Council.
A motion was made by Husen seconded by Reber to approve the
following resolution pertaining to $310/000Bond sale:
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None
Resolution on file in Resolution Book No. 1
Street Sweeping: Commissioner Dehler reported on street sweeping project -
rental costs were examined and reviewed.
A motion was made by Dehler seconded by Reber to approve hiring
Cold Spring sweeper at $25.00 per hour.
Liquor dealers present: Mr. and Mrs. Art Lamprecht d/ba Midway Bar; Mark
Zimmer, Ron Zimmer, La Playette; Howard Zimmer, Graffiti Inc.,
I and Claude Menzhuber, El Paso Club & Lanes, INc. , Bob Rau, Legio~
Club; Dale Schneider, Sal's Cafe
others Present: LeRoy Rebischki;, Joe Miller, representing the Parish
4th of July Committee.
Liquor operations reviewed; 4th of July problems examined.
Question of fencing parish grounds reported not feasible.
Parish to hire police personnel for parish grounds patrol.
Bar Policy Review: Council reviewed Police Department bar policy with
liquor licensees.
Amend Amended Ord.· No. 62: A motion was made by Schneider seconded by
Reber to amend amended Ordinance No. 62 section 12 Subd 2 as
follows:
Section 12, Subdivision 2, shall be amended as follows:
No person shall induce a person to whom the sale of intoxicating
liquor is forbidden by State law to purchase or procure liquor.
The licensee shall be responsible for the enforcement of this
provision.
Section 10. PUBLIC CHARACTER OF SALES
Delete entire section.
All remaining sections and subdivisionSof Amended Ordinance
No 62, as amended on May 18, 1976 and on October 1, 1977, are
I hereby reaffirmed and shall remain a part of this Ordinance as
if fully set forth herein.
This Ordinance shall take effect upon its passage and
publication.
Adopted by the City Council this 20 day of April, 1978

Orderly Annexation Board: Board to be changed to 3 man board according
to state statute for voting purposes.
Beer License: A motion was made by Reber seconded by Husen to approve
3.2 beer licenses for Baseball team and softball park operation -
Ayes: Schneider, Reber, Dehler, Husen, Weyrens
Nayes: None -
A motion ¡vas made by Schneider seconded by Dehler to adjourn at 11:30 p.m.
