Pursuant to due call and notice thereof the City Council of the City of
st. Joseph met in regular session on Thursday, May 4, 1978 at 7:30 p.m
in City Hall.
. Members Present: Mayor Hugo B. Weyrens; Councilmen, Herman Schneider, Bud
Reber, Steve Dehler, Mike Husen, Clerk Bob Johnson; Treasurer, Leo Sadlo.
- Treasurer Report: Treasurer Leo Sadlo presented the monthly treasurer report.
A motion was made by Reber seconded by Husen to accept report as
presented.
Council Minutes Approval: A motion was made by Schneider seconded by Reber
to approve the minutes of 3/7/78; 3/9/78; 3/28/78; 3/30/78 as
presented.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: NOne
Tree Planting: Trees reported arrived today at College.
Street Patching: Cold Patching reported near completion. Hot mix application
next on schedule.
North Alley 2nd Ave NE: Reported no probem area.
. . Recreation Report: Community Education group in cooperation with former
registration workers. will handle swim program.
Water Line installation at Ball Park: Herman Schneider reported on water
line installation need at Ball Park.
Improvement Bonds Resolution: Councilman Husen moved to accept the low bid
of E.J. Prescott, Mpls, MN. seconded by Reber with the net interest
cost of $150,843.86, the average net interest 5.6267.
Voting for: Weyrens, Schneider, Reber, Husen, Dehler.
Against: None
Abstaining: None.
Liquor Residency Question
Council to further study residence requirement in liquor Ordinance
No. 62.
Alley North of Medical Clinic: New postoffice bids to be let this summer -
construction next fall. Alley improvement to receive further study.
East Side Project Report: Earth work reported complete. Kenko, Inc. reported
apparently not ready. Scheduled to start Monday May 8, 1978.

Walz Property Report: Engineer presented a report on East Side drainage
pond area. Complete report to be prepared for filing by engineer.
APO Report: Presented by Mayor Weyrens. New Joint Powers agreement prepared.
Attorneys to further study matter. Question of liability and
juridisdiction questioned.
Elaine Henke st. Bens Rep.: Presented a swim proposal from st. Bens for the
summer. Marlene Schroeder also in attendance. Council to consider
st. Bens proposal.
A motion was made by Dehler seconded~ Husen to accept st. Bens
proposal and City notify Township o~ actors.

Bills Presented: A motion was made by Schneider seconded by Husen to approve
payment of bills as presented:

Pera Coverage for Ceta: A motion was made by Schneider seconded by Reber that
city absorb Pera costs of present Ceta Employees as per state law
-
change.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None
Beer license: A motion was made by Schneider seconded by Dehler to approve
beer license for Holy Name Society as requested by Wm. Chance.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None
Fire Conference: A motion was made by Husen seconded by Reber to approve
2 men attendance at Fire Conference in Moorhead 1\In. on June 21 -
22-23-24 estimated cost $400. - 425.
Pagers: Request for purchase of 13 additional Fire Dept Pagers was tabled by
council.
Planning Report: Husen reported Planning Commission indicated an interest in
servlng as 1 of 3 on APO Board.
Planning Commission Report: The following report of the Planning Commission
meeting held on May 1, 1978 was also presented: Council members
present were: Weyrens, Schneider, Dehler, Husen; Clerk Johnsonj
Attorney Jovanovich. John ~!iller, executive director of the st.
Cloud Area Council of Governments (COG) presented information re-
lating to COG membership.
Mr. Miller stated that we have 3 different ways to go with COG:
( 1 ) Do not join
(2 ) Join only for Transportation
(3) Join COG with a full membership,
Cost of joining would be a current rate of 47 cents per capita,
based on 1970 census- for cities, 23.5 cents for townships.
If we didn't join and just used their services, it would cost
approximately $15.00 to $16.00 per hour. By joining with the
full membership we would receive:
(A) Full access to planners employed by COG. Assistance for
Planning Commission and City Council In:
(1) plan preparation
(2 ) ordinance preparation (zoning, subdivision)
(3 ) grant preparation
(4) other special research
(B) Full access to Traffic Engineer employes by COG
(1) assistance in traffic survey and analysis
(2 ) assistance in some preliminary engineering.
Discussion and questions and answers followed.
ì\Irs. Marlene Klett moved that the Planning Comm.ission recommend to
City Council that we join COG with full membership, 2nd by Virgil
Lodermeier. Motion carried unanimously.
Adjournment A motion was made by Dehler seconded by Husen to adjourn at
12 midnight.
