jù Pursuant to due call and notice thereof the City Council of the City of
st. Joseph met in special session on Thursday, June 22, 1978 at 7:30 p.m.
in City Hall.
Members Present: Acting Mayor Herman Schneider; Councilmen Bud Reber, Steve
Dehler, Mike Husen; Clerk Bob Johnson; Attorney Tom Jovanavich; I
and Engineer Joe Bettendorf. Absent: Mayor Hugo Weyrens.
Others Present: Police Chief Bill Lorentz - presented the monthly Police
report for April. Fourth of July parade route examined. Reportedly
Parish to provide one security man for parish grounds. Council to
request Parish provide 2 uniformed personnel.
A motion was made by Reber seconded by Dehler to approve hiring
Ralph Boeckers for 4th of July celebration for a total of 4 hours.

Attorney Report on Park Grant: city could drop 25% of project without
penalty. No insurance coverage on dredging and swim hole found
available in speciality insurance market to date.
Ron Brown appeared as spokesman for residents east side of 7th
Ave. S.E. Question of bringing water across 7th Ave. S.E. -
cost assessment question.
North Side comparison presented - Engineer Bettendorf explained
1972 situation - change order on present project examined to
permit installation of water across 7th Ave. S.E.
Sanitary sewer along 7th Ave. S.E. to 9th Ave. S.E. reportedly
approved by Engineer. I
west Baker Street: West end to be examined for some upgrading.
Project 78-6012: Gerald Derr and Elmer Rakotz presented a document
containing the following signatures opposing the proposed
project 78-6012 in its present form:

William Langston - 1 lot Able Street
Elmer Rakotz - 2 lots Able Street

Question 0 who will be assessed for Baker Street future

Other options explored - enlarging storm sewer assessment area -
question of cost increases with project delay and enlargement.
A motion was made by Dehler seconded by Husen to proceed with
project 78-6012 as per preliminary plans and specs prepared and
hearing held to date.

Annexation Fee Schedule: A motion was made by Husen seconded by Dehler A
to approve the following annexation fee schedule:
$200 for one; $150 for 2 and $100 for 3 or more.

John Kierzek: Work schedule for remainder of year to be approved. 831

Resolution: A motion was made by Dehler seconded by Reber to approve
Designation of City Clerk as applicant for reimbursement of
- Police training costs of Lee Maynaski.
Ayes: Schneider, Reber,Dehler, Husen.
Nayes: None Motion carried.
Millstream Park: Insurance question explored - Art Novak to be invited to
Park Board meeting Monday night 7 P.M.
Youth Program Update: Currently a total of 9 youth are employed in 3 summer
programs: 4 in GYP;' 2 in SCGY and 3 in SPEDY. Program start:
June 12 and 19. 8 to 10 weeks - 32 hours per week at a rate of
$2.65 per hour.
st. Joseph Fire Dept. Action: A motion was made by Reber seconded by Husen
to approve the dismissal of Erv Klitzke as recommended by Fire
Department.
Ayes: Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
4th of July License: A motion was made by Husen seconded by Dehler to approve
Parish beer license for 4th of July.
Ayes: Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Kierzek Renewal: A motion was made by Dehler seconded by Reber to approve
renewal of Class "C" operator license for John Kierzek.
Ayes: Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Carley Fee Schedule: A motion was made by Reber seconded by Husen to approve
Milner Carley fee schedule revise and request engineering firm
submit future increases in Sept.-Oct.
Ayes: Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
3-Man Board: An Amendment to the Joint Powers agreement between Stearns County,
City of st. Joseph and Township of st. Joseph was presented for Council
study.
Weed Letter: A motion was made by Dehler seconded by Husen to send State a
letter of weed violation.
Ayes: Schneider, Reber, Dehler, Husen.
N ayes: None Motion carried.
A motion was made by Reber seconded by Dehler to adjourn at 12 midnite.
A motion was made by Dehler seconded by Husen to reconvene the
meeting at 12:05 A.M.
A motion was made by Dehler seconded by Husen to approve the hiring
of Charles Terwey and Brian Bechtold in the summer Govenor's Youth
program and the hiring of Laurie Terwey as a part-time clerical
employee in Clerk's office.
Ayes: Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
A motion to adjourn was made by Dehler seconded by Reber at 12:10 A.M.

Park Board and City Council Meeting - Call to order 7:00 P.M.
Members Present: Herman Schneider, Bud Reber, Mike Husen, Steve Dehler,
Hugo Weyrens from City Council. Park Board members present: -
Ray Brandenberger, Bill Lowell, Jerry Rennie, Bill Lorentz. Also
present Art Novak from First State Bank.
Bill Lorentz reported on progress of park by Army Reserve. Also
told us that Borgert Concrete hauled out 10 more picnic tables
by Lions building paid for by the st. Joseph Lions. Also that
there would b~patio blocks placed around the outside of the Lions
shelter. with all the rain having some problems of wash outs on
nature trail. Ask the council how and what they could afford to
do next. Mayor Weyrens called on Mr. Novak and still had no word on
insurance for the project. Mayor Weyrens felt that at least the
insurance company should have sent a field representative to the
site. Council did OK to have Army Reserve put in the road from
highway to Lions shelter. Council gave OK for use of city crew
to work on a weekend if really needed. Also local contractors to
help with their equipment if needed. Park board felt a letter to
the Army Reserve at this time thanking them for their work the
first time around was in order. Rest rooms at camping site are
being completed. Need some good weather and they could level off
area and put down patio blocks. Council OK'd park board to rent
a sod cutter to cut sod when needed. After this Bill Lorentz
introduced 2 gentlemen who came in from Social Services. They
i'lere John Kuester and Kevin Parry. The men provided information
about the new welfare \'lOrk program t1:.at is being started in some
parts of the state. Such as, possibility of having a work project
in your city having 10 persons working. Would need supervision
of course. Salaries would be paid by grants but our W.C. lnsurance
would go up. Council had a number of questions about the program
and thanked the Social Services representatives for appearing.
