BFA Request: Randy Schmitz—Scenic Specialties Rick Schultz Background: coun�ilors The EDA has received an application for a BFA grant from Randy Schmitz d.b.a. Scenic Matt [cillam Specialties. Schmitz proposes exterior building improvements to convert an existing garden sob [,oso center to a wedding and event center venue.The intent of the project is to modify an existing steel Renee Symanietz building to make it'blend in'with the rustic character of other buildings at the site. Dale Wick Schmitz will be present at the EDA meeting. In addition, attached please find: EDA Doug Danielson 1. 8FA Appiication. Larry Hosch 2. Illustration of current and proposed building fa�ade and signage. Gary Osberg 3. Invoices related to design of fagade enhancement project;estimates/invoices for material Rick schultz costs were not available when requested. Pve highlighted potentially applicable Dale wiok expenses. I have previewed the proposed work under BFA grant guidelines. I am confident the fagade upgrade is the type of project envisioned when the BFA grant program was established. Prior to disbursement of funds I recommend examination of paid invoices which relate specifically to the intended farade improvement and which exceed$2,000 in total. Upon reviewing the proposed activity I find: � • The proposed project is eligible for the BFA grant and consistent with the intended goal to further revitalization/renewal efforts. • The property is current with taxes and assessments. • The property is zoned commercial and is consistent with the City's Zoning Ordinance and Comprehensive Plan. • Work at the site requires a building permit which has been processed. The EDA's 2015 capital allocation included funding for BFA Grant applications and other revitalization efforts. The balance is sufficient to cover this BFA application. BFA program oversight and authority for grant approval was delegated to the EDA. Action: EDA consideration of the grant application is kindly requested. � � 5 ST. JOSEPFi BUSINESS DISTRICT FAC�ADE ARCHITECTURAL DESIGN GRANT PROGRAM PURPOSE The St.Joseph Business District Fa�ade Architectural Design GraM program provides i�ceMives fio stimutate visible investment in St. Joseph businesses. Property owners are enoouraged to consider ImprovemeMs that incorporate the surrounding community includfng but not limked tc aesthetics, environment, cultural and historic eleme�ts, and architecture. These improvemer� should create a cohesive, irnriting environment.The program provides a matching graM for actual dasign and construction costs, up to$1,000 per property address, per calendar year. Gtualitying projects must be of an approved design, be applied for by commercial property owners and/or merchants, and be applicable to exterior building, landscape improvements, and other simil�' improvaments visible from a public right-of-way. Approved proJects will be iunded on a first- comelfirst-served bas�s un�l alt funds are expended.in addi�on,the opportun'ity exists that 2he St. Joseph Economic Development Autho�ity's �evoNing loan program could be avaflable to assist with construcGon c�ts assodated with the implementation of farade designs. � ELIGIBILITY � 1. All work must be done on the exterior of the building/property end/or resuR in a publicly visible improvement. 2. All wor{c done must be in acxordance with the City of St. Joseph Code of Ordinances� the Dow�rtown Revitalization Pla� and subsequent design guidelines, a�d ihe buikling oode. All required permits must be obtained. Work shall include the correction of any known exterior building c:ode violations. 3. Wo�lc in progr�s or perFormed p�or to project approvai will typically not be eligible for tundi� unless the EDA flnds signfficaM underlying purposes for work beginning prbr m projec� aPProval• 4. Funds may be used for.the design of exterior building improvements, awnings, windows, doors and/or site landscaping re�ulting tn a publidy vi�ble improvemeM and for adusl constn�ction c�sts related to an appraved improvemerrt. Other uses may also be eli�ble 'rf prior approval is graMed by the St.Joseph Economic DevelopmeM Authoriiy. 5. The Economic Devebpment Authority will revfew and approve ail grants based on the following guidelines: 1. A project for which an application has been received will only be reviewed ff it is �Iled out completely. Photographs illustra�ng subject buflding(s) and property and proposed slbe changes/improvemen�may be required by the EDA. 2. MuRiple property owners must submit separate applica�sons for each pmperty/project. 3. Any business owner under a lease who submits and appUca�on must obtain and provide written consent of the properly owner. 4. Pretarence wiq be given to proje�te whic�: � Wpl posidvely contribute to the City revitalizatbn/renewal efforts • WiU eliminate a bligMing iMluence • WiN result in a visible improvement that would not be made otherwise • Demonstrate a ra�o of private investmerrt to public irnestmerrt greater than 2:1 5. Project is consistent with the Comprehensive Plan,transportatlon plans,and other appik:able plans. 6. Projec�s must be oomp�ted within a timefy manner from date af o�f'idal project appro�va� (i.e. one year wRh a maximum extension of an addi�onal six mornhs).
