The EDA has received an application for a BFA grant from Aaron Rieland d.b.a. Bad Habit

Brewery. Rieland is opening a brew pub in the easternmost portion of the Millstream

Rieland proposes to replace existing windows with an overhead glass door as represented in

the attached BFA application. Cost estimate is $3,100 as estimated by the Applicant.
EDA
Rieland will be present at the EDA meeting. In addition, attached please find:

I have previewed the proposed work under BFA grant guidelines. Since the building is newer

and the existing windows aren’t in need of replacement it is somewhat difficult to find the

proposed activity will revitalize the façade. However, given the context in which the overhead

door will be used for access to a future seating area it may be possible to find the change will
favorably impact renewal efforts.
Upon reviewing the proposed activity I find:
The EDA should make a determination of whether or not replacement of windows with
the overhead door will be an upgrade to the façade.
The property is current with taxes and assessments.
The property is zoned commercial and is consistent with the City’s Zoning Ordinance
and Comprehensive Plan.
Work at the site requires a building permit which has not been processed.
The EDA’s 2015 capital allocation included funding for BFA Grant applications and other
revitalization efforts. The balance is sufficient to cover this BFA application. BFA program
oversight and authority for grant approval was delegated to the EDA.
Action:
EDA consideration of the grant application is kindly requested.
