Pursuant to due call and notice thereof the City Council of the city of
st. Joseph met in regular session on Thursday, July 6, 1978 at 7:30 P.M.
in City Hall.
I . Members Present: Mayor Hugo B. Weyrens; Councilmen Herman Schneider, Bud
Reber, Mike Husen; Clerk Bob Johnson; Treasurer Leo Sadlo.
Councilman Dehler arrived at 7:35 P.M.
Treasurer Report: The monthly fund report was presented by Treasurer Leo
Sadlo.
A motion was made by Schneider seconded by Husen to approve report
as presented.
Approval of Minutes: A motion was made by Reber seconded by Dehler to approve
minutes of May 4, May 16, and May 18, 1978.
Ayes: Weyrens, Schneider, Reber, Husen, Dehler.
Nayes: None Motion carried.
APO Meetîng: Report on city attendance of meeting with APO presented by
Mayor Weyrens. Weyrens reported APO planner John Miller ready to
work with the City of st. Joseph. John Miller to meet with Planning
Commission and Council on Monday, July 10, 1978 at 8:15 P.M.
Street Vacatîons Cloverdale Estates: Vacation of streets in Cloverdale Estates
not completed in first plat. Attorney to notify property owner of
street vacation requirement. plat vacation to be completed by
District Court. Process to be initiated by land owner.
I Open Basement: Robert Borresch property: Problem of unfinished basement
construction examined. Hazard cited. Building inspector to be
notified of problem.
2nd Ave. N.E.: Second Ave. N.E. street end improvement request to have engin-
eering set grades. Attorney to prepare petition for abutting property
owner signatures.
Post Offîce Commuhîcation Presented by Mayor: Relating to new Post Office
construction project. New plan presented by Engineer Bettendorf.
Council directed engineer to reply to Post Office Department
indicating a need for alley surfacing without storm sewer addition.
Alley Use: Question to be returned to Planning Commission to determine one-way
traffic on Post Office alley.
Construction Estimate No. 2: Engineer Bettendorf presented the second
construction estimate for Kenko, Inc. on East Side Project 77-2311
in the amount of $152,717.56.
A motion was made by Dehler seconded by Husen to approve payment
of Estimate No. 2 as presented.
Ayes: Weyrens, Schneider, Reber, Husen, Dehler.
Nayes: None Motion carried.
Compaction Tests: Engineer reported compaction tests not passing on East
I Side Project to date.
Assessment Hearihgs: Assessment hearing set tentatively for August 24, 1978
at 7:00 P.M. for East Side Project No. 77-2311. Assessment hearing
for 6th Ave. Project 78-6012 set for August 24, 1978 at 9:00 P.M.

for Project No. 78-6012. Explanation of project changes presented.
Examined by Council. Approved on motion by Schneider seconded by
Reber. Motion carried.
Others Present: Arnold Eveslage, Bill Rice, project area residents, were I
also present.
Storm sewer segment reduced in size and cost from $6,000 to $4,000
estimate.
Bid Opening: 6th Avenue bid opening scheduled for July 27, 1978 at 1:00 P.M.
Meeting and award at 7:00 P.M. Publication dates - July 14 and 21
st. Cloud Daily Times.
Others Present: Bill Lowell, Art Reber, Bill Lorentz.
Police Advisory Board Members: Police Advisory Board members present requested
city hire 2 patrolmen at this time to provide 24 hour police
protection. Council examined cost factors, CETA Program status and
other pertinent factors.
Hiring of Robert Schwegel: A motion was made by Reber seconded by Schneider
to approve the hiring of Robert Schwegel as a police patrolman.
Ayes: Weyrens, Schneider, Reber, Husen, Dehler.
Nayes: None ~Iotion carried.
Motion Failed: A motion was made by Dehler seconded by Husen to approve
hiring of Steve J. Raetz as an additional City Patrolman.
Voting for motion: Dehler, Husen
Voting against motion: Schneider, Reber, Weyrens. Motion failed 3-2.

Patrolman Salary: A motion was made by Husen seconded by Reber to start
new patrolman at a salary of $800.00 per month and increase salary
to $850.00 after completion of 6 months probation period of city
of st. Joseph.
Ayes: Weyrens, Schneider, Reber, Husen, Dehler.
Nayes: ì\one ~Iotion carried.
Bills Presented: A motion í~as made by Dehler seconded by Reber to pay bills
as presented.
Ayes: WeYloens, Schneider, Reber, Husen, Dehler.
Naye s : None Motion carried.
Minnesota Department of Transportation: A motion was made by Husen seconded
by Dehler to pass the following resolution: Approval of bituminus .
surfacing, shouldering and turn lane construction on T.H. 52 from
2 miles west of east limits of st. Joseph to 10th Avenue in waite
Park. (Filed in Resolutions Book No. 1 )
Ayes: Weyrens, Schneider, Reber, Hisen, Dehler.
Nayes: None Motion carried.
Medical Building: A motion í~as made by Dehler seconded by schneider to approve
Bell Telephone permit request to install telephone cable down north-
south alley thence west on Ash Street to Medical Clinic.
Ayes: Weyrens, Schneider, Reber, Husen, Dehler. I
Naye s : None Motion carried.
Millstream Park Insurance Report: Art Novak, First State Insurance Agency,
reported Great southwest Fire Insurance Co., specialty insurance
market carrier, would provide bodily injury and property damage 835
coverage during dredging and swim hole portion of Millstream
Park project for a premium payment of $2795.00 ($500.00 deductible).
No coverage after project completion. Attempts to find liability
r coverage after project completion to be continued.
Letter to Corp of Engineers: Mayor Weyrens presented a draft of letter
thanking Army Corps of Engineer for work performed in Millstream
Park.
Orderly Annexation Board Report: Mike Husen presented an amendment to the
Joint Powers Agreement reducing the board size to a 3-man board
with an additional 2 non-voting members to comply with state statute.
A motion was made by Schneider seconded by Reber to approve amendment
to Joint Powers Agreement.
Ayes: Weyrens, Schneider, Reber, Husen, Dehler.
Nayes: None Mo'tion carried.
R-4 Multiple Residence District: Regulations set forth for adoption of R-4
Multiple Residence district. Council to examine and review changes
proposed.
Husen Presented Mini-Convention Report: New regulations - requirements -
Police certification - licensing planning, etc. information presented.
Dead End 5th Ave. N.W.: A dead end barracade to be installed on north end of
5th Avenue N.W.
APO: Councilman Dehler serving on By-laws committee of APO organization.

A motion was made by Reber seconded by Schneider to adjourn at 12:15 A.M.
Motion carried.
