Joseph met in special session on Thursday, July 20, 1978 at 7:30 p.m. in City Hall. I Members Present: Mayor Hugo B. Weyrens; Councilmen Herman Schneider, Bud Reber, Steve Dehler, Mike Husen; Clerk Bob Johnson. others Present: Fire Chief Mike Loso, presented a request for beer license for firemen's fundraiser to be held on September 9, 1978. Beer License Approval: A motion was made by Husen seconded by Dehler to approve beer license application of the Fire Department on September 9, 1978. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Hydrant Change: Hydrant change recommended on Minnesota Street across from Legion Club to improve fire protection capability. Department Strength: Reported one member under strength but new applications are being considered. Hydrant Adapters: Fire Chief Loso presented a request for 2 - 4~ inch adapters for hydrant upgrade. Police Report: Police Chief Lorentz presented the monthly police report for June, 1978. Patrol car problems reported. Tie rod sleeve out of adjustment. Previous alignment problem cited. Patrolman Schwegel: Police Chief Lorentz reported patrolman Robert Schwegel I working nights on a part time basis until after graduation from the . police training section of Alexandria Vocational-Technical school. Graduation will be on August 11, 1978. 4th of July Report: Mayor Weyrens and Police Chief Lorentz both indicated crowd and drinking on 4th of July was greatly improved. Clerk to dispatch letter of Council approval to bar owners and Parish Committee. Corps of Engineers: Corp of Engineer planning return on August 5-6 and 12-13 for Millstream Park work. Millstream Project: A motion was made by Dehler seconded by Reber to approve two local contractors with two trucks each - one contractor with front end loader - and hiring Zwilling Electric to install underground service to parking lot, to Lion shelter building, to rest rooms and campsite at estimated cost of $600.00. Work to wait until final grant approval. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Councilman Report: Mike Husen presented a planning Commission report. Alley one-way question reviewed at new Post Office site. Further study to be made of alley control. Planning Commission Member: Planning Commission vacancy reported - notice to I be placed in Hitching Post. R-4 PRD: R-4 residence district and PRD concept reviewed. planner Miller to be contacted and informed of Council wishes. RQr"'"' cui Planning Questionaire: Planning Questionaire reviewed by Council prior to preparation for mailing to City residents the end of July. - Service Road Approach: John Eich area in question - request for service road exit improvement to be submitted to State Highway Department. - HUD Program: Final withdrawal and receipt of $145,000.00 of the $225,000.00 HUD Block Grant funds reported dated 7/17/78. Grantee performance report due 8/12/78 with full certified audit on a 12/12/78 deadline. APO Report: Mayor Weyrens reported on APO meeting. Commission studied 2-lane bridge question - feasibilty study with question to be returned to ballot. Committee reviewing additional planner applications at the present time. New Bank plans Presented A motion was made by Dehler seconded by Husen to adjourn at 10:30 p.m. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Cloud, MN I Bids Received: Bauerly Brothers, Route 2, Sauk Rapids, MN Bid: $43,298.85 Hardrives, Inc. , st.
