Pursuant to due call and notice thereof the City Council of the City of st.
Joseph met in regular session on Thursday, August 10, 1978 at 7:30 p.m. in
I Ci ty Hall.
Members Present: Acting Mayor Herman Schneider; Councilmen Bud Reber, Steve
Dehler, Mike Husen; Treasurer Leo Sadlo.
Treasurer Report: City Treasurer Leo Sadlo presented the July Treasurer's Report.
The General Revenue Fund Investment was explained.
A motion was made by Reber seconded by Husen to approve treasurer's
report.
Ayes: Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
others Present: Cliff Grabinski, Gerome Hinkemeyer - refuse service; City
Attorney Tom Jovanovich; City Engineer Joe Bettendorf; City Mainten-
ance Foreman Dick Taufen.
Refuse Service: Cliff Grabinski informed the Council that he sold his refuse
service to Gerome Hinkemeyer. Service to the City is to stay the
same. New name and address is:
Park Refuse Service, Inc.
204 Imperial Drive
Gerome Hinkemeyer would like new contract made up to update the old
one. Herman Schneider suggested sending a card of thanks to Cliff
Grabinski for his past services.
- Approval of Minutes: A motion was made by Dehler seconded by Husen to approve
minutes of June 8, June 22, July 6, 1978 and Park Board meeting
June 26, 1978 as presented.
Ayes: Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
City Attorney Report: Tom Jovanovich reported that there is no insurance
coverage at the park development site for the Army Reserve Corp.
Insurance can be purchased from the Great Southwest Insurance Co.
for a premium of $2795.00. This would cover the two remaining weekends
they will be working.
A motion was made by Reber seconded by Husen to purchase insurance to
Cover the Army Reserve Units.
Ayes: Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Millstream Park Fishing Hole: Insurance questioned for Fishing Hole. Attorney
to write insurance company.
Fireman's Ball: There will be only beer and set ups at the Fireman's Ball. No
hard liquor will be sold but the people may bring in their own bottle.
A motion was made by Husen seconded by Dehler to close the street in
front of the Fire Hall at 9:00 p.m. on the night of the Fireman's Ball.
Ayes: Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
I City Engineer Report: Engineer Joe Bettendorf suggested eliminating concrete
driveways and reducing strength of road surface to cut costs of 6th
Avenue Project.
A motion was made by Husen to hold a hearing on August 22, 1978 at
7:30 p.m. for the people on 6th avenue. City Clerk to send letter to
property owners.

East End Project: A motion was made by Dehler seconded by Husen to approve
payment of East Side contract estimate presented by Engineer Bettendorf.
Ayes: Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried. -
Question of whether to hire an appraiser for projects was discussed.

Excavation Bonds: Dick Taufen suggested sending a letter to contractors inform-
ing them of the $500.00 bond needed to excavate in the City. It was
also suggested that the contractors should buy a liscense to excavate
and post their bond at the beginning of the year. Attorney to obtain
information on liscensing.
Fire Advisory Board Meeting: The new water tanker is in st. Joseph. Discussed
what to do with the old one.
A motion was made by Reber seconded by Dehler to send three men to
Alexandria for the State Sectional Fire School on August 19 and 20 at
a cost of $345.00.
Annexation Board: Mike Husen presented the Annexation Board report.
Planning Commission Report: September 5th there will be a special public
hearing at 8:00 p.m. for R-4. There will be 2 or 3 of these public
hearings. Ron Klein and Marlene Schroeder have resigned from the
Commission and Virgil Lodermeier will be resigning. There has been
a healthy turnover in the past year.
Bills: A motion was made by Reber seconded by Dehler to pay electric and
- telephone bills.
Ayes: Schneider, Reber, Dehler, Husen.
Nayes: None ì\!otion carried.
Adjournment: A motion ¡vas made by Reber seconded by Husen to adjourn at 10:45 p.m.
Ayes: Schneider, Reber, Dehler, Husen.
