Pursuant to due call and notice thereof the City Council of the City of st.
Joseph met in regular session on Thursday, October 5, 1978 at 7:30 p.m. in
City Hall.
Members Present: Mayor Hugo Weyrens; Councilmen Herman Schneider, Bud Reber,
Steve Dehler, Mike Husen; Clerk Bob Johnson.
Treasurer Report: Leo Sadlo, treasurer presented funds and investment report.
A motion was made by Schneider seconded by Husen to approve treasurer
report.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Others Present: Engineers Joe Bettendorf and Gale Eastwood. Planning Commission
chairman Ben Kremer. Attorney Tom Jovanovich.
Postal Building: Jovanovich presented information relating to new postal building
construction. Work stopped by City due to lack of proper permits -
(special use permit). Question of alley (east-west) north of property
surfacing. plans revised excluding alley surfacing - not approved
by Council.
Building Inspector: Council discussed permit procedures and policies with Roman
Reber, Building Inspector, relating to commercial construction.
Gale Eastwood: Engineer Eastwood presented information on Step 2 plant grant
agreement - document to be signed and returned.
Step 2 Grant Agreement Approved: A motion was made by Schneider seconded by
Dehler to approve EPA step 2 Grant agreement and direct clerk to sign
four copies - three to be returned to EPA via Minnesota pollution
Control Agency. Also to approve engineering contract , and costs for
Step 2 preparation of plans and specs.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Postal Facility Contractor: Albert Ehlen, Ehlen Construction, Alexandria,
postal building contractor, appeared before the council to discuss
north alley (east-west) surfacing problem. Correspondence between
City and Postal authorities examined. Mr. Ehlen indicated Postal
authorities would meet with City officials. Estimate of alley sur-
facing has been placed at $2,546.00.
East Side Project: Curb and gutter complete - Hardrives in next week on
Cloverdale Estates improvement project.
Kenko, Inc. problem solved by writing joint payee checks to pay
sub-contractors.
North of Hwy Property Use: Dump road sewer-water question - Engineer to provide
cost estimates for owner of new property. Property owner to be advised
to contact City Planning Commission.
Postal Job: Council decided since both parties are at fault, the matter should >
be resolved as per agreement. On a negotiated cost basis relating to
the north alley (east-west).
Licensing and Bonding Ordinance: Attorney presented Council copies of proposed
ordinance licensing and bonding individuals, firms, corporations and

0U sub-contractors performing work in st. Joseph.
Park Board: Ray Brandenburger presented some Millstream Park improvement data-
70% complete. Parking lot costs were placed at $1,616.50. Parking
lot and dredging questions examined.
A motion was made by Dehler seconded by Husen that City Council approve
parking lot improvement and dredging fishing hole as requested by Park
Board chairman Ray Brandenburger at an estimated cost of $4,500.00.
voting for motion: Schneider, Husen, Dehler, Weyrens.
Voting against motion: Reber. Motion carried 4 - 1.
Bid Award: Council will consider awarding of bid on the 1978 Softball Field
Lighting Project 78-7015 "Field B" on Wednesday, October 11, 1978 at
7:15 p.m. in City Hall.
Bills Presented: A motion I~as made by Dehler seconded by Schneider to pay bills
as presented.
Ayes: Schneider, Husen, Dehler, Weyrens, Reber.
Nayes: None Motion carried.
Fire Chief Conference: A motion was made by Schneider seconded by Husen to
approve Chiefs attendance at Fire Chiefs Conference at Bloomington
on October 26-27-28, 1978.
Ayes: Schneider, Husen,Dehler, Weyrens, Reber.
Nayes: None ~1otion carried.
Filtration Tank Repair: Clerk to call Allied Protective Coatings on filtration
tank repair project and estimate.
Fire Relief Tax Levy: A motion was made by Schneider seconded by Reber to drop
$600.00 fire relief levy since City pays $600.00 and Township pays
$600.00 from Joint Operating Fire Fund for fire lump sum penSlon program.
Ayes: Schneider, Husen, Dehler, Weyrens, Reber.
Naye s : None Motion carried.
A motion was made by Husen seconded by Reber to approve the following
tax levy for 1979:
General Revenue $57,000.00
street Maintenance $2,500.00
Street Lights $10,000.00
Recreation $10,320.00
Ayes: Schneider, Husen, Dehler, Weyrens, Reber.
Nayes: None Motion carried.
st. Ben's Correspondence: Communications from Sister Moira Wild, O.S.B. , Ivere
presented. 1) Requesting 90-minute parking - west side of College
Avenue South from Convent property line south to st. Joseph Parish
Cemetery. Hours: 8:00 a.m. to 5:00 p.m. Monday through Friday.
2) Informing City of storm water drainage at st. Ben's. Improvements
preventing drainage into sanitary system completed August 15, 1978.
Council Reports: Schneider: tank purchase
Husen: Dr. Wetterling parking question
Senior citzen Requests: A motion ¡Vas made by Husen seconded by Dehler to approve
participation in Senior citizen Program. Cost $485.00.
Ayes: Schneider, Husen, Dehler, Weyrens, Reber.
Naye s : None Motion carried.
A motion was made by Dehler seconded by Schneider to adjourn at 12:35 a.m.
