Joseph met in special session on Thursday, October 19, 1978 at 7:30 p.m. ln City Hall. I Members Present: Mayor Hugo B. Weyrens; Councilmen Herman Schneider, Bud Reber, Steve Dehler, Mike Husen; CI~rk Bob Johnson; Fire Chief Mike Loso. Fire Department Membership: Fire Chief Mike Loso presented the application of Ken Twit for membership in the Fire Department. Application approved on motion by Husen seconded by Dehler. Ayes: Weyrens, Schneider, Reber, Husen, Dehler. Nayes: None Motion carried. Fire Personnel: Chief Loso reported a total of 27 members at this time in the st. Joseph Fire Department. Roman Reber - Building Insp.: Discussion of proposed ordinance providing for the licensing and bonding of individuals, firms, corporations and sub-contractors doing or performing work within the city of st. Joseph and providing penalties for the violation thereof. Further study and additional information to be obtained prior to ordinance adoption. Gale Eastwood - Engineer: Engineer Eastwood presented a report on plant (waste- water) upgrading and force main route (proposed) and other pertinent data. A secondary route along Hwy 75 to be examined as a possible force main route. Eastwood to return with information on November 9 regular meeting. Hockey Assn: Gene Vanderheyden spokesman - five members present representing st. Joseph Hockey Association. Hockey arena question reviewed. The Hockey group presented information on the construction and oper- ation of ice arenas at Buffalo and Hutchinson, MN. Requested city consider donating or providing a site and assuming liability and operational costs. Information on proposed fund-raiser by a profess- ional firm to raise $500,000.00 for construction also presented. Council to study matter further and obtain additional information relating to st. Cloud arena operation. J Maintenance Department: Dick Taufen and Jim Marthaler discussed maintenance matters. Construction projects, department budget, capital outlay examined and approved. Filtration Tank: A motion was made by Reber seconded by Husen to approve filtra- tion tank insulation project as per proposal submitted by Allied Protective Coatings, Inc. for the complete cost of $1,200.00. Ayes: Weyrens, Schneider, Reber, Husen, Dehler. Nayes: None Motion carried. Election Judges: A motion was made by Dehler seconded by Husen to approve the following election judges: Mqry Schneider Roman Zwack Ann Zwack Ben Kremer Marlene Maleska Herman Schneider Larry Roeder Al Maleska Rose Mayer Merl Gretch Lee Lindskog Pat Zahler Laurie Terwey Ida Mae Johnson Bob Johnson Ayes: Weyrens, Schneider, Reber, Husen, Dehler.
