Joseph met in special session on Thursday, November 30, 1978 at 7:30 p.m. ln City Hall. Members Present: Mayor Hugo B. Weyrens; Councilmen Herman Schneider, Bud 1 Reber, Steve Dehler, Mike Husen; Clerk Bob Johnson; Attorney Tom Jovanovich. Others Present: Roman Reber, Building Inspector, Ben Kremer, Planning Commission Chairman. Bonding and Licensing Ordinance: Proposed ordinance for the licensing and bonding of individuals, firms, corporations, and sub-contractors doing or performing work within the City of st. Joseph and providing penalties for violation. Insurance question - bond size to be $5000.00 - liability sections reviewed - Attorney instructed to complete and prepare ordinance for publication. A motion was made by Schneider seconded by Reber to approve adoption of Ordinance No. 1978 after correction as directed and approved by City Council. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. A motion was made by Dehler seconded by Husen to approve Building Inspector attendance at Lemington - 2 days - January 4 and 5, 1979. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Roske Property: James Landwehr presented information relating to Susan Roske I property, approximately 11 acres, for commercial development. Landwehr and Mark's Realty working together on shopping center for area. Sewer and water services availability -(seven stores to begin)- April, 1979 construction start anticipated. Cloverdale Estates: Landwehr suggested rezoning some multiple lots in Cloverdale. Lots 5-6-7 Blk 4 rezoned to four lots for condiminiums. Lots 1-2-3 Blk 3 one 24 unit and two 18 unit multiples. R-4 and R-3 Zoning: Discussion of comprehensive plan updating and rezoning to R-4 district. summer Recreation Program Report: Summer Recreation report prepared by director Pat Schneider presented. Social Service Worker: A motion was made by Reber seconded by Dehler to approve Social Services request to provide employment for Timothy Murray for the month of December. City committment to keep time cards and submit to Social Services office. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Election Judges Salary: A motion was made by Reber seconded by Husen to increase election judges compensation to $3.00 per hour. I Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Gate at Ball Park Entrance: A motion was made by Husen seconded by Schneider to approve purchase of gates for 3rd Avenue North West entrance to ball park skating and sliding area. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Hud Workshop: A motion was made by Schneider seconded by Dehler to approve 8517 attendance of Clerk Bob Johnson at Hud Workshop in Minneapolis on December 19, 1978. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Tax Levy: A motion was made by Reber seconded by Husen to approve the following tax levy change: General Revenue to $57,000.00. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Thank You Message: Council received thank you message from Rita Weyrens, the wife of city Mayor Hugo B. Weyrens. She is recovering exceptionally well after open heart surgery in November. Uniforms: A motion was made by Dehler seconded by Husen to approve purchase of three uniforms for maintenance department at a cost of $110.55 conting- ent upon each employee also purchasing a uniform. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes ,: None Motion carried. Clerk Mileage: A motion was made by Schneider seconded by Reber to pay clerk mileage for October - November - total of 92 miles @ .15 for a total of $13.80. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Planning Attendance: A motion was made by Reber seconded by Dehler to approve attendanée of Husen and Kremer at Planning Institute in Minneapolis. Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
