Pursuant to due call and notice thereof the city Council of the City of st.
Joseph met in special session on Thursday, December 28, 1978 at 7:30 p.m. ln
Ci ty Hall.
Member Present: Mayor Hugo B. Weyrens; Councilmen Herman Schneider, Bud Reber, t
steve Dehler, Mike Husen; Clerk Bob Johnson.
Fire Pension plan: A motion was made by Husen seconded by Dehler to approve
Pension Computation Schedule as corrected and pension payment increase
from $2,500.00 to $6,000.00 - a lump sum retirement benefit payment
to Fire Department personnel.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Fire Equipment Purchase: The following fire equipment purchase and tuition
payment were approved on motion by Dehler seconded by Reber: 2 sets
of protective clothing - total cost: $1,080.00 (town - $691. 20, city -
$388.80),10 pagers @ $250.00 - $2,500.00 (town - $1,600.00, city -
$900.00), Bean fire truck valve - $485.00 (town - $310.40, city -
$174.60), Tuition for one person at CPR course held at st. Cloud
Vocational School - $80.00 (town - $51.20, city - $28.80).
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Bulk Oil Purchase: A motion was made by Schneider seconded by Husen to approve
purchase of bulk oil at a cost of $140.00 for a 55-gallon drum (10W-40).
$15.00 for pump and $10.00 drum deposit.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried. I
Attorney Workshop: A motion was made by Reber seconded by Husen to approve
payment of $45.00 for Attorney Workshop fees - January 19-20, 1978
in Minneapolis.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Naye s : None Motion carried.
Land Acquisition: Attorney Jovanovich advised:
1) city should obtain planning Commission approval by resolution to
indicate no conflict exists with comprehensive plan update and
land acquisition north side of fire station.
2) Attorney to further research contract for deed type of purchase
with League of cities.
Police Advisory Board Hearîng: Copies of minutes of Police Advisory Board
Hearing held on December 14, 1978 were provided to Council members.
Copy placed in Advisory Board file. Report of the incident and
conclusions presented by Attorney Jovanovich. Question of disorderly
conduct or failure to obey a police officer cited. New amendment to
drivers license law and form used examined and reviewed. The change
pertains to removal of drivers license at scene on a possible DWI
charge. The change became effective September 1, 1978.
Contractor Bond Ordinance Publication: Publication of Contractors Bond Ordinance I
No. 1978 has been scheduled for December 30, 1978. Revision and
changes reviewed with Attorney. Council to control insurance, bond,
etc. under special permit section. No license or permit to be issued
to those persons or firms operating outside of Zoning Ordinance. Small
local contractors to need special permit approved by City Council.
Special permit requirements ~or insurance, bonding to be established 861
by Council resolution on each permit. Applicants must submit work
intentions or plans, etc. in writing for Council consideration at its
next meeting. Violations to be reported to Building Inspector.
I Dr. and Mrs. Nelson: Dr. and Mrs. Gerald Nelson, veterinarian, Watkins, MN,
were present to discuss plans for property north of Hwy #75 -(23 acres).
Possibility of satelite vet clinic in st. Joseph being considered.
Land in Scherer Trucking area also purchased--(l acre). The Nelsons
indicated they had no immediate plans for the area north of Hwy #75
and west of wastewater plant. The estimated high cost of water and
sewer to area also being considered.
Force Main Project: Update on Force Main plan presented by Engineer Bettendorf
relating to sizing of pipe under Hwy #75 to accommodate new sanitary
sewer line to plant and planned force main - additional cost estimated
at $20,000.00 tu$:W,OOO.OO. Quotes to be obtained on cost of TV
inspection of under highway line.
Kenko, Inc. Lien waivers or Joint Payee checks to be issued. Kenko, Inc. rep-
resentive did not keep December 28, 1978 appointment at 1:00 p.m.
New date to be scheduled.
2nd Avenue North West: Force main route curb placement discussed and Engineer
informed of specific location on west side of 2nd Avenue North West
abutting monument park site.
Proposed Housing Ordinance: Copies distributed by Attorney. Ordinance reviewed
by Council.

Softball Field Lighting Project: A motion was made by Reber seconded by Husen

,(No.. 78-7015) changing the completion date for construction of Softball
Field Lighting (Field B) Project No. 78-7015 to ~Iay 11, 1979.
