Pursuant to due call and notice thereof the City Council of the city of st.
Joseph met in regular session 011 Thursday, January 4, 1979 at 7:30 p.m. ln
~ Ci ty Hall.
Members Present: Mayor Hugo B. Weyrens; Councilmen Herman Schneider, Bud
Reber, Mike Husen, Steve Dehler; Treasurer Leo Sadlo; Secretary
Laurie Terwey. Absent: Clerk Bob Johnson, attending EPA-PCA
meeting at Buffalo, Minnesota.
others Present: Bill Lorentz, Chief of Police; Ken Twit, Hockey group, Tod
Reber and Jeff Pfannenstein.
Bill Lorentz: Police Department is taking traffic checks - will try to do
three.
Lorentz presented prices on camera equipment, battery charger, and
batteries - total cost $601.55.
A motion was made by Reber seconded by Schneider to approve purchase
of the camera equipment, battery charger, and batteries at a total
cost of $601. 55.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Chief Lorentz would like Treasurer Leo Sadlo to go over Police
Department financial books and verify.
A motion was made by Husen seconded by Reber to have Leo Sadlo,
City Treasurer, audit Police financial books annually.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Treasurer Report: Leo Sadlo presented monthly fund report.
A motion was made by Schneider seconded by Dehler to approve the
monthly Treasurers report.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Hockey Group: Ken Twit updated Council on ice arena doings. He would like
the Mayor and one councilman to go to Buffalo, Minnesota to see
the ice arena there. Mayor set up tentative date of January 17, 1979.

A motion was made by Dehler seconded by Reber to accept Richard Laing
to the PAC and approve all other appointments.
Ayes: \'!eyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Bills: IIIonthly bills were presented for payment approval. Council had questions

on three bills: One from Fisher and Porter - total $46.93, one from
Advanced Drivers Training Course for Bob Schwegel and Bill Loesch,
and one from Jim Marthaler for payment of accumulated comp time of
53 3/4 hours - too many hours accumulated.
A motion was made by Reber seconded by Schneider to approve bills as
presented except the three mentioned above.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Mayor talked about shortening the length of time to present bills at
council meetings.
A motion was made by Husen seconded by Dehler that all department
superVlsors (police, fire and maintenance), treasurer, city attorney,
Chairmans of Police Commission, Planning Commission, and Park Com-
mission receive copies of Council meeting agendas and official minutes.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Mike Husen - City Planning Report: Attended Annexation Board Meeting December 13.
Good review. Discussed Susan Roske property. Husen will check further.
Attended Planning and Zoning Institute - complete review of compre-
hensive planning. They discussed environment and small town problems.
Council would like to find out if they can put a moratorium on re-
zoning and building in the City. Will check with City Attorney.
Herman Schneider: T.V. of sewer line under highway estimate shown. Engineer
Joe Bettendorf has recommended the $1,500.00 estimate (the total of
options 2 and 3). Engineer to get more bids.
A motion was made by Reber seconded by Husen to approve options 2 and
3 complete and authorize the work to be done.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None ;\Iotion carried.
Bud Reber: Has found a gate for the park. He will get it hauled to st. Joe.
Steve Dehler: Attended APO meeting tonight. Next meeting will be in st. Joe.
Mayor signed Common Civil Defense letter. I
Council discussed having the Building Inspector present monthly report
to the Council.

Taufen, Maintenance Supervisor, to Collection System Operators
Seminar on January 17-19, 1979 at Bloomington, Minnesota.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Clerk Workshops: A motion was made by Dehler seconded by Husen to approve
Clerk Bob Johnson to go to workshop in st. Cloud on January 17-18,
1979 for a fee of $8.00 and to a workshop on financial planning on
January 26, 1979 in Minneapolis for a fee of $50.00.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Council to look into putting a sidewalk or walkway from downtown
to the new post office.
Fire Department Letter: Council received a letter from the st. Joseph Fire
Department stating that the application for membership in that
department by Duane Mattson was not approved.
A motion to adjourn was made by Reber seconded by Husen at 11:15 p.m.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
