Pursuant to due call and notice thereof the city Council of the City of st.
Joseph met in special session on Thursday, January 18, 1979 at 7:30 p.m. in
city Hall.
Members Present: Mayor Hugo B. Weyrens; Councilmen Herman Schneider, Bud
Reber, steve Dehler, Mike Husen; City Clerk Bob Johnson.
~etter to Mid-Central Fire Co.: A motion was made by Reber seconded by Dehler
to dispatch a letter to Hollis Hunt of Mid-central Fire and Safety
Equipment Company requesting information relating to the omission
from the Bean fire truck specs a suction valve on right side of unit.
The fire department has requested purchase and reinstallation of the
$485.00 valve (approx. cost).
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.

Traffic Survey Information: Traffic survey count information, prepared by
st. Cloud state intern Patrick Murphy, was presented by Police Chief
Lorentz. The survey included the following areas: intersection of
Able Street and 2nd Avenue South East; College Avenue (County H~y. #2)
and County Highway #75. Data placed in traffic survey file. Addi-
tional surveys to be completed in near future.
City Traffic Report: Annual Police incident report presented by Chief Lorentz.
Copy placed in police file.
Contractor Bond Special Permits: Permit requirements were reviewed for small
contractors. This category to be processed under the Special Permit
section of Bonding Ordinance No. 1978.
Schwegel Guard Camp Schedule: Patrolman Robert Schwegel's winter National
Guard camp schedule and salary question reviewed. Training dates:
February 24 to March 10, 1979. Further study to be made.
Bill Hansen APO Traffic Engineer: A traffic count survey report of Hwy. #75 and
County Road #2 intersection was presented by APO traffic engineer
Bill Hansen. Hansen indicated traffic on Hwy #75 had decreased by
4500 vehicles per day since the opening of I-94. Traffic on County
Road #2 had increased by 750 per day since 1975, south of Hwy #75
there had been an increase of 500 vehicles per day since 1975.
Hansen presented survey count report copies to Council members.
Hansen also presented a traffic schematic map to illustrate traffic
patterns and imbalances. street system was laid out in detail
showing a proposal controlling traffic at specific intersections.
A detailed explanation of Min Dot traffic warrant requirement
relating to installation of traffic signals was also presented.
Hansen indicated that determination of signal warrants are based
primarily on traffic volumes. Local inconsistencies in meeting
warrant requirements were also pointed out. Hansen stated signals
were not a cure-all for intersection problems. The first traffic
signal out of a rural area is considered the most hazardous. The
major street plan was examined and analyzèd by Hansen. The
possibility of closing some access roads to highway were also
reviewed. The feasibility of signals will receive further stlidy.
Speed zone posting as used by Min Dot explained by Mr. Hansen as
based on a survey set at or below the speed traveled by 85% of
vehicles in survey. Danger of pedestrian crossing again cited by
Council as primary reason for consideration of traffic signals.
Hansen suggested Council be aware of future development at critical
P{\8 points needed for future access to Hwy #75. Hansen to blow up

intersection on map and close some of the medians as part of a
feasibility study. He also suggested City move cautiously in the
attempt to acquire signals. Additional traffic counts to be made.
James Landwehr - Bechtold Property: James Landwehr,Landmark Realty, presented
3 versions of a proposed plat for the 16.66 acre Cletus Bechtold
property lying in the west end section of the City. A total of 47
single family lots are contained in the proposed prelimary plat.
Amendment to Ordinance No. 1968-A: A motion was made by Schneider seconded by
Dehler to approve amendment to Ordinance No. 1968-A Snowmobile Ordin-
ance permitting snowmobiles in certain area? of Millstream Park and
dispatch to Times for publication.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Sign Posting: Signs indicating snoí~obile route through City to be placed by
snowmobile organization.
Street Lighting Data Presented: A proposed street lighting change was presented
to Council. The proposal contained a change on Minnesota Street and
College Avenue North of 7 and 2 fluorescent lights to high pressure
sodium at a saving of $42.30 per month and an increase of 2,500
lumens per unit. Council to study proposed change by NSP.
Dick Taufen Report: Log - lumber exchange proposal presented by Dick Taufen.
Proposal with Lyman Hull log operation.
A motion was made by Husen seconded by Reber to approve the Hull
log - lumber exchange.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Comp Time: Request presented by Taufen to increase comp time maximum from
24 to 40 hours. No year end deadline - may be taken as a 40 hour
vacation week. Comp time declared must be taken as time off.
Approved on motion by Reber seconded by Schneider.

TV Sewer Lines: El Paso - Under Hwy #75 Sanitary Sewer Line:
A motion was made by Reber seconded by Husen to accept quote of
plaunt & Anderson for TV of sewer line in the amount of $1,632.00.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Financial Publications: A motion was made by Husen seconded by Reber to
approve purchase of seven publications for $65.00 from Municipal
Finance Officers Assn.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None ;\Iotion caried.
Minutes Approved: The following minutes were approved - September 7, September
21, October 5, October 19, November 9, November 30, December 7,
December 28, 1978 and January 4, 1979 - on motion by Schneider seconded
by Dehler.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Police Driver Approval: A motion was made by Husen seconded by Schneider to RF~9

approve payment for advanced driving for Police Officer William Loesch
in the amount of $110.00.
Ayes: Weyrens, Schneider, Dehler, Reber, Husen.
Nayes: None Motion carried.
Personnel Policy Changes: 1) Per Diem increased from $35.00 to $50.00 per day;
2) Mileage from $.15 to $.18 per mile; 3) $10.00 per day for meals.
The above were approved on motion by Reber seconded by Dehler.
Ayes: Weyrens, Schneider, Dehler, Reber, Husen.
Nayes: None Motion carried.
Comp Time-Police Department: A motion was made by Reber seconded by Schneider
to approve comp time accumulation to a maximum of 40 hours for Police
Department personnel.
Ayes: Wyrens, Schneider, Dehler, Reber, Husen.
Nayes: None Motion carried.

Guard Duty: A mov~n was made by Husen seconded by Reber to pay Army Reserves,
National Guard, or other service branches for training time - off the
difference between total service compensation and City salary.
Ayes: Weyrens, Schneider, Dehler, Reber, Husen.
Nayes: None Motion carried.
A motion to adjourn was made by Reber seconded by Dehler at 12:30 a.m.
