Pursuant to due call and notice thereof the City Council of the City of st.
Joseph met in regular session on Thursday, February 8, 1979 at 7:30 p.m. in
ci ty Hall.
Members Present: Herman Schneider, Acting Mayor; Councilmen Bud Reber, Steve I
Dehler, Mike Husen. Clerk Bob Johnson; Treasurer Leo Sadlo.
(Absent: Mayor Hugo B. Weyrens - Army Reserve Camp.)
others Present: City Attorney Tom Jovanovich - (7:50 p.m.)
The following Apollo High School students were in attendance to
observe the conduct of a Council Meeting: John Schwab, Brian Bechtold,
Todd Reber, Jeff Pfannenstein.
Treasurer Report: Treasurer Leo Sadlo presented the monthly fund report.
A motion was made by Dehler seconded by Husen to approve treasurer
report as presented.
Ayes: Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
City Attorney: Presented a report on the one-day workshop he attended in
Minneapolis. Report on file.
Rental Ordinance: Ordinance questions reviewed. Enforcement problems cited.
Exemption for st. Ben's questionable. Standards should be same for
College and rest of City in the opinion of City Attorney. If College
standards are more restrictive the exemption may be considered feas-
ible. st. Ben's to provide the rationale for the exemption. Attorney
Jovanovich to contact Attorney Mike Sullivan. Question whether
application should be toward all residential units not merely rental I_
was being examined.
Bonding Ordinance: Special permits question - work performed for City without
cost - question of permit requirement reviewed. Council to act on
special local permits.
Special Permit: A motion was made by Reber seconded by Husen to grant Bill
Wasner a special use permit for 1979 waiving all requirements for
donated labor.
Ayes: Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Engineer Joe Bettendorf - 8:45: Engineer presented a report on Sanitary Sewer
TV Project - Birch Street across EI Paso property to manhole under
Highway 52, now Highway 75. Pipe reported in good condition except
for section north of highway. Engineer indicated there is no reason
to abandon pipe at this time. Plant capacity could nearly be tripled
and the pipe could still handle the sewage. No infiltration, roots,
or other problems discovered. Tape reported no good.
Force Main Project: Under design - everything progressing well - reported by
Engineer Bettendorf.
Scout Building site: Site east side of Plant road on north boundary being
co_nsidered as most feasible. West side of road considered too costly I
for foundation due to results of soil borings conducted by Braun
Engineering.
New plat Reviewed: Changes suggested. Parks to be highlighted on separate 871.
plat. Size to be increased to include South East 25 acre D~ainage
Park land.
Carley Engiheering Proposal: New engineering agreement presented to Council.
Contains 10% increase in professional se:~vices schedule (per hour
costs fo~ engineering personnel). Council to examine federal wage
and price guidelines prior to approval.
Local Government Forum: A motion was made by Dehler seconded by Reber to approve
attendance of two persons at the Local Government Forum - st. cloud -
February 22, 1979 - by Agricultural Extension Service.

Nayes: None Motion ca:::,ried.
Bills: A mo:tion \'faS made by Dehler seconded by Reber to approve payment of
- bills as presented.
Ayes: Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
APO: February 14 meeting set for OAB to consider the re-zoning of Susan Roske
-
property.
Planning Corr~ission met on January 23, 1978 - copy of minute~ on file.
Preliminary plat presented by James Landwehr of Millstream Addn. No. 1.
16.66 acres of the former Bechtold property.
Review of comprehensive plan held by Planning Commission.
APO: Report by Dehle:::,: New office space to provide access and accommodate
- handicapped persons.
Parks Commission: A motion was made by Reber seconded by Husen to approve
the appointment of Mark Plantenberg and Bob Lyon to the City Parks
Commission.
Ayes: Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
A motion was made by Husen seconded by Reber to adjourn at 11:40 p.m.
Ayes: Schneider, Reber, Dehler, Husen.
