Joseph met in regular session on Thursday, March 8, 1979 at 7:30 p.m. ln Ci ty Hall. ~ Members Present: Acting Mayor Herman Schneider, Councilmen Bud Reber, steve Dehler, Mike Husen; Clerk Bob Johnson; Treasurer Leo Sadlo. others Present: Mike Doyle, Ming-Te Lu, manager and owner of the former Rebischke Apartments on Old Highway 52. Treasurer Report: Leo Sadlo, treasurer, presented the monthly report of City funds and investments. A motion was made by Dehler seconded by Husen to approve treasurer report as presented. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Minutes Approved: A motion was made by Husen seconded by Reber to approve minutes of February 8, 1979 as presented. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Apts. on old Hwy 52: Part owner Ming-Te Lu and manager Mike Doyle requested Council consider the sale of a segment of Mini-West park land to provide additional needed parking area. Council indicated the request will be submitted to Park Board and also receive further Council study. The request presented was for a section of property 35'x 75' on north end of Park. Liquor Sales: Liquor off-sale policy reviewed: All off-sale liquor purchases must be removed from premises before deadline on off-sale purchases - Sec. IVc of City Bar Police. Fees for Hookup: Further study to be made on hookup fees. Gambling Ordinance: Further study to be made with attorney. A motion was made by Reber seconded by Dehler to increase treasurer salary to $150.00 monthly. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. A motion was made by Husen seconded by Reber to increase Deputy Clerk salary to $5.00 per hour and Secretary salary to $3.50 per hour. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Zwilling Electric: Clerk to write letter to Roger D. Neils, Attorney, regards Zwilling Electric - Northland Supply matter. A motion was made by Husen seconded by Dehler to approve Chief Lorentz trip to st. Paul to testify in support of League of Cities sponsored amendment to Police Officer licensing bill. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Engineer Bettendorf: Engineer reported examining East End and 6th Avenue project area relating to water line freeze problems. CJF7Ç, ð i '" Force Main Project Report: Specs completed - plans require some modification - ~u copies to PCA - $2,000.00 estimate to prepare a step 3 Grant application. step 3 Grant Application: A motion was made by Husen seconded by Reber to approve expenditure of $2,000.00 to prepare step 3 Grant Application for Wastewater plant Upgrading Project. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. TV Sewer Job: Council decided to require plaunt & Anderson to TV sewer line (El Paso area) a second time due to the initial bad tape City received. Recreational Assn. Lease Agreement: A motion was made by Husen seconded by Reber to approve the following changes in the City - Rec. Assn. lease agreement relating to the Millstream Softball fields area: ( 1 ) Delete No. 2 first paragraph (Legion promissory note payment), (2) Add paragraph bottom of Page 3 - (Termination of 180 day clause), Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Susan Roske Property: A motion was made by Husen seconded by Dehler to approve a petition for annexation submitted by Susan Roske to annex approx- imately eleven acres of property located in part of the SW~ NE~ of Sec. 10, TÍ'lp. 124, Rg. 29. Petition containing a full description in annexation file. The Petition was also signed by Capital Investors Asso. Inc. III. P. Knoblach, president. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Re-zoning hearing for Roske property to be scheduled for April 11, 1979. Dog License Penalty: A motion was made by Reber seconded by Dehler to increase dog license with penalty to $15.00 after May 15. Initial fee of $5.00 will remain in effect April 1 to May 15, 1979. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. County Meeting April 16: A meeting request has been received from County Engin- eer Bill Rice for April 16, 1979 at 8:00 p.m. in City Hall. Purpose of meeting: to discuss turn over of Hwy #75 service roads to the City. Dept. Purchases: A motion was made by Dehler seconded by Reber to approve purchase of four tires and two shocks - City cost share - for Fire Department rescue vehicle. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. other purchases: A motion was made by Reber seconded by Husen to approve the following purchases: One dozen Old Smokey (Jlaint. Medical Clinic: Councilman Dehler presented a letter of request from James Lawson, administrator, for a Council letter of support in the local Medical Clinic endeavor to obtain continued federal funding. A motion was made by Dehler seconded by Husen to approve Council support by letter prepared by the City Clerk. Voting for the motion: Herman Schneider, Steve Dehler, Mike Husen. Voting against motion: Bud Reber Motion carried. Millstream Addn. preliminary Plat: A preliminary plat for Millstream Addn. - 16.66 acres of the Cletus Bechtold ~m - was presented by Councilman Mike Husen for Landmark Realty. A public hearing will be scheduled for April 19, 1979. I Bills Presented: A motion was made by Reber seconded by Husen to pay bills as presented. Ayes: Schneider, Reber, Dehler, Husen.
