Joseph met in special session on Thursday, April 19, 1979 at 7:30 p.m. in City Hall. - Members Present: Acting Mayor Herman Schneider; Councilmen Bud Reber, steve Dehler, Mike Husen. Clerk Bob Johnson. - Fire Chief: Mike Loso, Fire Chief, presented two applications for the Fire Department: Ken Gruber - age 23, and Pat Kauphusman - age 31. A motion was made by Husen seconded by Reber to approve applications as presented. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. A motion was made by Reber seconded by Husen to approve payment of dues to fire C.M.M.A. Association (Central Minnesota Mutual Aid Association) . Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Police Chief: Bill Lorentz presented the March incident report for the Police Department. Liquor violation on st. Patricks Day presented. The incident not considered a violation by the licensee. Liquor Violation Hearing: A motion was made by Husen seconded by Dehler to conduct a public hearing on liquor violation on May 10, 1979 at 9:00 p.m. involving Midway Bar sale to minor. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. A motion was made by Reber seconded by Dehler to approve purchase of four tires for city police car. ($55.00 each) Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Liquor Applications: Liquor Applicants - El Paso Club & Lanes, Inc. - Mr. and Mrs. Claude Menzuber, Midway Bar - Mr. and Mrs. Art Lamphrect, Sal's Bar and Lounge - Mr. and Mrs. Dale Schneider, La Playette, Inc. - Mark Zimmer, Legion Club - Bob Rau, st. Joe Liquor Shoppe - Dave Hollander, Graffiti, Inc. - Howard zimmer (absent) were present to obtain liquor license applications and discuss bar operations with the City Council. Applicants were informed all documents must be fully completed and returned to City Clerk office by May 7, 1979. Meeting at City Hall on May 1, 1979 at 11:00 a.m. Petitions - Alley Surfacing: A motion was made to table alley (downtown) petition - matter until next meeting. Motion by Dehler seconded by Husen. Tri-Cap Summer Program: A motion was made by Reber seconded by Dehler to request a total of nine summer youth employees. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. - Millstream Addition Hearing: Persons Present: Jim BroÍ'm, Mildred Reisinger, Nick Zaczkowski, James Landwehr, Ed Kacures, Marlene Schroeder, Richard Schroeder, Charles Potter, Rudy Gapko, Ralph Notch, Fran Landwehr, Ida Johnson, Don Hoodecheck. Purpose of the ·'¡'e:aring-op informational meeting was to review the proposed plat of Millstream Addition 16.66 acres. The preliminary plat was presented by James Landwehr of Landmark Realty. City Clerk Bob Johnson presented population and Wastewater Plant capacity data. The orginial data was prepared by engineer Joe Bettendorf of Milner Carley Engineering. The numbers were updated recently by Johnson. Present population figures were set at 3366 with plant capacity established by the city engineering firm at 4330, resul ting in a total population balance of 964, the amount the plant can serve before reaching capacity. Totals for Cloverdale Estates 2nd Addi- tion, being currently developed, other Zone 1 areas and Zone 2 areas in the east end of the city could result in a population total of 693 over plant capacity. A number of questions were raised: who wi II be assessed for plant expansion? New areas only? If appor- tioned - on what basis? City Attorney Tom Jovanovich reported recent court decisions relating to special assessments would require Council study and assessment policy changes and requirements. Resident Nick Zaczkowski expressed desire to go on record that he is strongly opposed to the sale of prime agricultural land for development pur- poses. No Council action was taken at this time. Summer Recreation Report: Question on monthly report presentation, raised by Councilman Dehler, relating to summer recreation program. Matter to be discussed further at next meeting. Public Hearing Set: A motion was made by Husen seconded by Dehler to conduct a public hearing on May 24, 1979 at 9:00 p.m. on the proposed pre- liminary plat of Millstream Addition. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Horseshoe Courts: Sauk Rapids area residents Ron Negaard and Dick Lake were present regards a horseshoe court recreation installation. Cost factors were presented and examined. ($1,000.00 per court estimate). Horseshoe court layouts í"ere presented. Four court installation being considered - cost factors reviewed. A motion was made by Reber seconded by Husen to appropriate 52,500.00 for horseshoe court installation. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Dick Taufen: Dugout question - storm damage - repair needs were cited by Taufen. Motor for Wastewater Plant: A motor was reportedly burned out in Wastewater - Plant basement - exhaust fan. Purchase approved on motion by Dehler seconded by Husen. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. 88t; f/j Lawn Mower: A motion was made by Husen seconded by Dehler to approve purchase of a lawn mower for Wastewater Plant - approximately $200.00. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. - street Cleaning: Cold Spring will contract for $35.00 per hour. - A motion was made by Dehler seconded by Husen to sweep the areas in need within the city. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Len Bechtold: Working on feasibility study for Dr. Nelson - high density housing. Sewer and water question - cost factors. Re-zoning question for area north of County #75 abutting old dump and Wastewater plant property were presented. Feasibility of building a 12 or 24 unit multiple being examined. 23 acres - 7-8 acres developable.
