HomeMy WebLinkAbout1979 [06] Jun 14 oro Thursday, June 14, 1979 L,f .J The st. Joseph city Council met in a special session on June 14, 1979 at the Ci ty Hall. This special session was called to order at 7:30 p.m. by Mayor Hugo Weyrens. Councilmen Herman Schneider, Bud Reber, steve Dehler, and Mike Husen were present. Also Attorney Tom Jovanovich was present. In attendance were I Don Landwehr, Jim Landwehr, Virgil Lodermeier, and Ray Krebsbach. Minnesota Project: (Prospectus on file). A full presentation of Minnesota Project by a group representative was presented to Council. This type of approach to seeking solutions is to be viewed as a follow-up to the implementation of the City Com- prehensive Plan. Minnesota Project stresses the need for "Local Initiative" matched with an aggressive attitude to finance projects through a variety of sources. Minnesota Projects provides the tech- nical skills for finding and obtaining funds. A lengthy discussion followed concerning the exact needs and desires of st. Joseph, priority items such as housing for the elderly and Sewer plant expansion were highlighted. Following a five minute recess at 9:00 p.m. the Council discussed a variety of growth related issues: 1) The fee of $600.00 hook-up charge -, - Who pays? What fund receives the fee? - Should the fee be used for capital improvements? - what is the recommendation of the Auditor? - Can there be a scale or schedule of fees determined by type of use? - Where does the present fee go? - Use of deferred assessments? - Effect of st. Benedict's population on plant? 2) The force-main project for plant expansion - 1 - What do we gain? - Are we wasting tax dollars only to meet a changeable standard? - Does the need for plant expansion eliminate the need for the force-main to Sauk River? - Or does expansion mean a greater need for that project? - what are the various alternatives of metro sewer and the ability of st. Joseph to be part of that system? - What is the impact subdivisions in the Township have on the City? - The Orderly Annexation Board reports that it recommends to the Township Board that the City share, with the Board, a review and comment role on all rezoning and platting within the township. 3) Water - - At present there is no danger of running out of water. - If dry spell occured, restrictions might be needed. - Various sites for a 3rd well are being considered. - No need for an additional tower. General Reports: 1) Councilman Reber requested that the City Engineer review the plans and specs for the new maintenance building. 2) Chief Lorentz reported on the new system of issuing tickets for violations of the Dog Control Ordinance 1974-A. He also informed the Council that the oral interviews for the position of patrolman 1 would be held June 20th. He once again discussed the problem of under-staffing in the Police Department. The final item of Chief Lorentz's report concerned itself with 901 crowd control and liquor consumption on the 4th of July, Spring Fling, and October Fest. He strongly urges the various sponsors to formalize a system of age identification. Over crowding of - buildings and fire control were discussed. 3) Councilman Dehler reported that the financial report on alley resurfacing would be ready for the Public Hearing on June 21st. stump Removal: A motion by Schneider seconded by Reber to hire stevens Tree Service to remove 15 stumps at $35.00 per stump, for a total of $525.00. Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: None Motion carried. Adjournment: A motion to adjourn at 10:40 p.m. was made by Schneider and seconded by Dehler.
