Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in special session on Thursday, June 28, 1979 at 7:30 p.m. in City Hall.
Members Present: Mayor Hugo B. Weyrens; Councilmen Bud Reber, steve Dehler, I
Mike Husen; Clerk Bob Johnson; Attorney Tom Jovanovich. (Absent:
Councilman Schneider - vacation).
others Present: Engineers Joe Bettendorf and Gale Eastwood.
Wastewater plant Project: Design length of plant upgrading question by PCA.
Twenty year plant life reviewed. Meeting with PCA to be scheduled
after notice from PCA. Purpose to reach agreement regarding popu-
lation projection - next 20 years. Determine value of present plant.
Project started nine years ago. Eight inch force main capable of
handling an enlarged plant operation. Growth problem to receive
further study. Meeting with PCA will be arranged for an evening
meeting in st. Joseph. Joe Bettendorf and Gale Eastwood will attend.
Don Carley representing Carley Engineering will also be present.
Meeting with st. Ben's: User rate charge question reviewed. Rate
structure by resolution. Ordinance requirement also cited.
Well No.1 Upgrading: Engineers to write specs and obtain two quotes.
A motion was made by Husen to approve engineers obtain 2 or more
quotations for upgrading Well No. 1 project, seconded by Reber.
Ayes: Weyrens, Reber, Dehler, Husen.
Nayes: None Motion carried.
Health Department permits not needed on upgrading old well. Need 1
information on well specs.
Alley Surfacing: Objections presented by some businesses. Petitioners -,
to attend July 5th meeting at 8:45 p.m. Question of 16' or 18' reviewed.

Liquor violation notice of hearing will be, - and held on
July 19, 1979 at 8:00 p.m.
Rec. Assn. Concession: Attorney indicated a 3.2 licensee cannot create a part-
nership. Millstream Park lease does not allow sub-letting of property.
Dram shop insurance question examined. City assuming liability on
park property. Recreation Association to investigate cost of dram
shop insurance.
Lease agreement was reviewed with Rec. Assn. members Terry Schwab, Joe
Faber, and Dave Weller. City approved 2 yard container at $10.00 per
month for use at softball park on motion by Reber seconded by Husen.
Ayes: Weyrens, Reber, Dehler, Husen.
Nayes: None Motion carried.
Rec. Assn. instructed to handle all management functions in the conduct
of softball tournaments. Regular employee necessary or Rec. Assn.
hired person.
Scout Lease: A motion was made by Husen seconded by Dehler to approve Scout lease I
as presented.
Ayes: Weyrens, Reber, Dehler, Husen.
Nayes: None Motion carried.
Bill Lorentz: Reported on July 4th celebration plans - crowd control, etc.
Spring Fling operation reviewed. Two additional patrolmen to be hired
by Parish.

Building in Millstream: Attorney Jovanovich stated a leased building on City
property must by charged the best price obtainable - not nominal fee -
(relating to organizations building in city parks).
I Pauley & Olsen - Fee Schedule Contract: Information and examination of engineering
agreement presented by Attorney Tom Jovanovich. Meeting with Don Carley
to be arranged.
Sno-Joes Building: Millstream Park - Park Board left decision up to Council -
Council discussed question.
A motion was made by Reber to deny request of Sno-Joes to construct
a building in Millstream Park. Motion died for lack of second.
Electricity cost cited - need questioned. Mayor Weyrens to contact
Sno-Joes to further discuss question relating to power installation
and use.
Adjournment: A motion was made by Reber seconded by Husen to adjourn at 12:00
midnight.
Ayes: Weyrens,Reber, Dehler, Husen.
Nayes: None Motion carried.
