Joseph met in regular session on Thursday, July 5, 1979 at 7:30 p.m. in City Hall. Members Present: Acting Mayor Herman Schneider; Councilmen Bud Reber, steve I Dehler, Mike Husen; Clerk Bob Johnson; Treasurer Leo Sadlo. Treasurer Report: Leo Sadlo presented the monthly fund report. A motion was made by Husen seconded by Reber to approve treasurer report as presented. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Sewerage Measure: Engineer Bettendorf presented information on sewerage measur- lng. Devices to remain in manholes 30 days. A second measurement will be made in October, 1979. A determination of sewerage flow from Convent-College will be made. Explanation of measuring method to be presented to Convent-College representatives. Housing Code: Attorney Jovanovich recommended City prepare its own housing code , . to provide clean, safe housing for all residents. '€Q..tli;W· mayor WeYfens lÂrl"ived aT <ð:Do p.m. Proposed st. Ben's Entrance Change: Proposed and potential exits and entrances examined and reviewed relating to Convent-College complex. Sno-Joes Building: City Attorney indicated the City must charge a reasonable fee if the Sno-Joes Club is permitted to construct a building in Millstream Park to be used for storage and a club house. The attorney also stated the law does not provide for a City to permit an organ- ization to construct a building on park property. 1 Well No. 1 Quotes: The City Engineer will be sending out quote proposals to contractors for a proposed Well No. 1 upgrading. Quotes to be returned by Friday, July 13, 1979. The City Council will examine and act upon the accepted quote at 7:30 p.m. on Thursday, July 19, 1979. Motion to Prepare Bid Documents: A motion was made by Reber seconded by Dehler to instruct engineer to prepare bid documents for City maintenance building. Ayes: Schneider, Reber, Dehler, Husen} UJeyrens. Nayes: None Motion carried. Gas Consumption Question: Council examined City gas purchase policies - written notice to go to department heads. Police car to be washed locally. Gas prices to be checked at local stations. Purchases equally divided. Bills Presented: A motion was made by Schneider seconded by Husen to pay bills as presented. Ayes: Schneider, Reber, Dehler, Husen} LJe.yrei'lS. Nayes: None Motion carried. Alley Surfacing Project: Al pfannenstein Jr., acting as spokesman for property owners on the downtown alley surfacing project. Others present were: Tom Krebsbach, Bill Meinz, Ed Dold, Andy Bechtold, Erv Eiynck, Kurt Schneider, and Mr. & Mrs. Art Lamprecht. I The group tentatively decided on a policy of cost sharing: 1/4 res- ident -' 3/4 business parcel for surfacing the two downtown alleys. Objections were raised by: Graffiti Inc., LaPlayet~e, Erv Eiynck, and. Kurt Schneiderq Several residents were not happy wlth cost due to thelr Qno minimal use of alleys in question. Several objections to a 16' wide v\,.:u alley were heard - those favoring a 18' width. Cost estimate to be obtained on an additional 2' width. The group agreed to hold another meeting to try to determine: 1) cost apportionment 2) alley width ~ 3) method of financing. Engineer to prepare grades for curb and gutter for both alleys on motion by Reber seconded by Dehler. Ayes: Schneider, Reber, Dehler, Husen, Lùeyrel1S. Nayes: None Motion carried. Alley surfacing project to be on July 19 agenda at 8:30 p.m. Sno-Joes Representatives: Don Wieber, representative of Sno-Joes Club, appeared before the Council with regards the placement of building in Millstream Park area. The proposed building is a 28' X 28' structure with a section to be made available for City storage use. The City is re- quested to provide 100 amp power service. An oil furnace would be installed by the Sno-Joes Club. The group also indicated they would appreciate any financial assistance from the City. The question of setting a precedent of permitting buildings, for club house use, on park property examined. A motion was made by Reber seconded by Schneider to deny the request of the Sno-Joes Club to construct a building on park property. Voting for the motion: Schneider, Reber, Weyrens. Voting against the motion: Husen, Dehler. Motion carried. Don Wieber was instructed to contact Dick Taufen, maintenance dept., concerning erection of post to hold directional sign for the snow- mobiling club. HUD Sec. 8 Housing: A motion was made by Dehler seconded by Husen to express concern over maintenance, limited tax value and the increased concen- tration of subsidized housing created with an additional 16 units of Section 8 beyond the 20 units stipulated in our City's Housing Assis- tance plan ( HAP) . Nevertheless, the City Council has, by majority vote, agreed to accept the proposed 36 units of section 8 housing. Voting for the motion: Schneider, Husen, Dehler, Weyrens. Voting against the motion: Reber. Motion carried. (Copies to HUD, R7W and APO.) Planning Report: ' A Planning Commission report was presented by Council repre- sentative on the Commission Mike Husen. The John Kremers property split was reported and examined. The Planning Commission considered granting a variance from re-platting requirements (of the less than 2~ acres) for the following reasons: 1) all lots have metes and bounds descriptions 2) no purpose of platting 3) not detremental to other properties 4) does not adversely affect the City Comprehensive plan Motion on Resolution: A resolution of the Planning Commission, recommending the granting of variance was presented by Council representative Husen. A motion was made by Reber seconded by Schneider to approve resolution granting the variance from re-platting as recommended by the city Planning Commission. Ayes: Schneider, Reber, Dehler, Husen,lùey,en$. Nayes: None Motion carried. street plans: A brief review of tentative street plans were presented by Husen. 1~'1 0 ~s'3 County #75 Access: Councilman Dehler requested Mayor Weyrens contact stearns County Commissioners and request their consideration of opening an access from County Highway #75 at the approximate center of the Roske property along County #75. ~ APO Report: Mayor Weyrens presented a report on the APO meeting of July 5, 1979 including a letter of resignation of the executive director and chief planner John Miller. The resignation was accepted by the APO executive board. Adjournment: A motion was made by Schneider seconded by Reber to adjourn at 12:15 a.m. Ayes: Schneider, Reber, Dehler, Husen, WeYI~e'ìs..
