Benedicts on Monday, July 9, 1979 at 8:00 p.m. I Members Present: Sr. Moira Wild, treasurer; Mike Fritz, financial officer; Mike Sullivan, legal representative. - Mayor Weyrens; Councilmen Herman Schneider, steve Dehler, Mike Husen. (Absent Bud Reber, Councilman. ) Engineers Joe Bettendorf and Gale Eastwood; Attorney Tom Jovanovich; City Clerk Bob Johnson. plant Update: Eastwood presented Wastewater plant update. Cost Sharihg Data: Bettendorf provided additional data relating to cost sharing on upgrading plant. Cost on user charge basis - 10% of grant share plus operating costs. st. Bens not assessed on front foot basis for force main installation. Sewer Measure Device: Weir device - installation explained by Engineer Bettendorf. Locations described - measures in July and October - permanent install- ations ($10,000) more complicated and long term. o & M costs to increase substantially. Annexation and Boundary Questions: Annexation questions reviewed - south of st. Benedicts - no present plans for annexation. Boundary changes on new plat reviewed. Location at st. Ben's presented by Engineer Bettendorf. Sullivan suggested possible boundary change to include southern most properties - (280-300 additional students). I Further annexation to be discussed and reviewed. Population factors to be examined. Fritz to provide five year plan of population. Land sales matters under study at present indicated by Sr. Moira. No immediate plans for sales - City first to be notified. Comp plan being prepared. No local proposals as yet. PCA Information on Population Question: Larry Zdone - indicated from past exper- ience back to Step I - no fund available. City costs if decide to rapid growth - $25,000 to $30,000 city costs. Plant Expansion: Question of plant expansion cost share - not considered. still go to Sauk River rather than remove phosphorous. Additional treatment - 8 inch force main can handle double sized plant. New plant near Sauk River, going to st. Cloud, etc. questions examined. st. Ben's Traffic study plans: New entrance - st. Bens - traffic, parking problems. Traffic study plans were presented - copies to all. st. Ben's Entrance Change: New exit-entrance on 3rd Avenue North West. Moving entrance further west- adds to distance, property owned by Convent not College. No further expansion seen in future. Cost of Councilman Dehler plan prohibitive due to cost - also additional property owned by Convent. 3rd Avenue stretch financing not examined. Summer of 1980 schedule for street improvement. I Warning System: Warning system - fire, disaster - security guards were filling in - civil defense warnings - new signal directions coming - question of liability if person on duty does not flip button on siren. June, July, and August st. Ben's has no one on 24 hour power plant duty. 90 Minute Parking: Question of 90 minute parking on west side of College Avenue fronting Convent. June 1 - new director of safety at College. 0-1 n Zoning Ordinance-Comprehensive plan: Zoning Ordinance - updated after Compre- '1...-1 -1.:6 hensive Plan. st. Ben's would like input to upgrading of Zoning Ord. No exemptions claimed by institution - how institution is zoned. Work through planning representative on upgrading ordinance. Housing Rental: Rental Housing Code Ordinance question - City code to meet I City and College-Convent needs. Classification question reviewed. Include in Ordinance. Fees - College 12 units maximum. College re- quirements needed from Sullivan to exclude campus. Population Projections: Population decreases by 100 in next five years. Will sell homes. More toward placing students back on campus. No ansÍ'fer on selling houses at this time. Benedictine International Celebration: Can City help in next year's st. Ben's celebration - international-local center for united states - June 24, 25, and 26, 1980. (Large number of people). More meetings to be arranged in the future.
