HomeMy WebLinkAbout1979 [08] Aug 09 0-1 7 Thursday, August 9, 1979 U ___ ' Pursuant to due call and notice thereof the City Council of the City of St. Joseph met in regular session on Thursday, August 9, 1979 at 7:30 p.m. in City Hall. - Members Present: Mayor Hugo Weyrens; Councilmen Herman Schneider, Mike Husen, Bud Reber, Steve Dehler; Treasurer Leo Sadlo; City Attorney Tom Jovanovich; - City Engineer Joe Bettendorf; Secretary Laurie Terwey. (Clerk Bob Johnson on vacation) . Others Present: Police Chief Bill Lorentz; St. Joseph Recreation Association members Terry Schwab, Joe Fàber, Barb Manderfeld, Joe Brown, Kevin Blanchette; Al Donabauer from Donabauer Well & Pump; Paul & Olson President Bob Pauly. Treasurer Report: Leo Sadlo presented the monthly fund report. A motion was made by Schneider seconded by Husen to accept treasurer's report as presented. Ayes: Weyrens, Schneider, Husen, Reber, Dehler. Nayes: None Motion carried. Minutes Approved: Minutes of July 5 and July 9 were reviewed. Correction to the July 5th minutes were as follows: Insert Mayor Hugo Weyrens' name in all motions after the "Housing Code" paragraph as ayes. A motion was made by Husen seconded by Reber to accept minutes of July 5 as corrected and approve minutes of July 9. Ayes: Weyrens, Schneider, Husen, Reber, Dehler. Nayes: None Motion carried. Bills Approved: A motion was made by Schneider seconded by Husen to approve . payment of bills as presented. Ayes: Weyrens, Schneider, Husen, Reber, Dehler. Nayes: None Motion carried. Recreation Association: Dram Shop insurance was discussed. Terry Schwab presented a quote from Ohmann Insurance for dram-shop insurance for one year. This would cost $2060.00. He stated the Rec. Assn. profits for one year is about $4000.00. The Rec. Assn. felt the premiums would be to high com~ pared to their earnings. The insurance company would not insure the volunteer bartenders. Husen questioned the idea of a blanket policy. Mr. Schwab sàid they could g~ insurance for different events at a cost of $185.00 per day. The Recreation Association requested the Council allow them to not have insurance for the rest of this season and they would check into it further for next year. Bud Reber suggested con- tacting the other organizations, who operate on city property and sell beer, to discuss the possibility of one insurance policy to cover all of them. Tom Jovanovich will send a letter to the other organizations after researching the question with other towns. Terry Schwab will call insurance companies to ask about the group insurance idea. The Council okayed the waiting period for insurance coverage for the remainder of this season. Joe Faber presented a request to allow a Muscular Dystrophy softball tournament to be played at Millstream Park with the City donating the lighting. This would be an all night tournament with proceeds to go to the Muscular Dystrophy Association. The Council approved of this if they will have adequate supervision and police department is notified. ~ Steve Dehler questioned the Rec. Assn. on parking space at Millstream Softball Park. They agreed that there should be more parking space provided. n-¡ 8 ~~; ) City Engineer: Well No. 1 problem - pump was apparently struck by lightning and burned out. Husen asked if the pump would be covered by insurance. Joe Bettendorf will check that possibility. Al Donabauer from Donabauer Well & Pump presented a quote for installing a new pump at a cost of $2327.28. The cost to repair the old pump woud be $910.00. The old - motor has been in for nine years. A motion was made by Schneider seconded by Dehler to approve the in- stallation of a new pump by Donabauer Well & Pump at a cost of $2327.28. - Ayes: Weyrens, Schneider, Husen, Reber, Dehler. Nayes: None Motion carried. A motion was made by Schneider seconded by Reber to sell salvage parts from old pump to Al Donabauer at a cost of $150.00 to be deducted from his bill for installing new pump. Ayes: Weyrens, Schneider, Husen, Reber, Dehler. Nayes: None Motion carried. Pauly and Olson: Bob Pauly from Pauly and Olson Architects and Engineers, Inc. was present to answer questions from the Council concerning his company. City Engineers Joe Bettendorf and Gale Eastwood recently joined their staff. Pauly & Olson have been in business since 1974 when theybecame an exten- sion of a previous company which had been in business for 18 years. Bob Pauly has been working in this type of work since 1964. They have two registered architects. Their company works jobs normally not more than twenty miles away. They have an industry standard insurance policy of $250,000 coverage with $7,000 deductible for architectural and engin- eering work. They have had no claims against them and could get special insurance if a certain job required it. Pauly & Olson were architects for the new Viking Coke warehouse in St. Cloud, the Germain Medical Center in St. Cloud, and the Sauk Rapids City Hall and Fire Station. The Mayor asked if they would have enough assistance for updating the treatment plant. Bob Pauly and Joe Bettendorf agreed there would be no problem. If they needed they could get the necessary technical assistance. East End Kenko Project: Area was patched but not done properly. Joe Bettendorf will check it with the city maintenance crew. Alley Surfacing Project: Final plans for the downtown alley surfacing project were presented and explained by City Engineer. He asked the City Attorney whether they needed an easement. Tom Jovanovich said the City should have a temporary easement. Joe Bettendorf explained there would be concrete aprons at each entrance with a handicapped ramp at the intersection between First State Bank and the old post office building. Center of surfaced alley will be about 2 feet north of present center of alley. City will pay an estimated cost of $1350.00 based on the front footage. Aprons will be assessed in the cost to the property owner. City Attorney Tom Jovanovich presented three resolutions for the downtown alley surfacing project. A motion was made by Husen seconded by Dehler to approve Resolution for Plans and Specs and Ordering Ad for Bids. Ayes: Weyrens, Schneider, Husen, Reber, Dehler. Nayes: None Motion carried. - A motion was made by Dehler seconded by Husen to approve Resolution Declaring Costs To Be Assessed and Ordering Preparation of Proposed Assessments. 919 Ayes: Schneider, Husen, Reber, Dehler, Weyrens. Nayes: None Motion carried. A motion was made by Schneider seconded by Reber to approve Resolution ~ for Hearing for Proposed Assessment on September 6, 1979 at 8:00 p.m. Ayes: Weyrens, Schneider, Husen, Reber, Dehler. . Nayes: None Motion carried. Notice will be sent to property owners. (Resolutions recorded in Resolution Book No. 1) Maintenance Building: City Engineer presented the preliminary drawings for the proposed maintenance building. A motion was made by Reber seconded by Dehler to approve preliminary drawings and publish ad for bids for maintenance building. Ayes: Weyrens, Schneider, Husen, Reber, Dehler. Nayes: ; None Motion carried. City Attorney: Tom Jovanovich presented a report about a dog, owned by Roger Phibbs, that was shot by a city maintenance employee. Mr. Phibbs has four requests: 1) that damages be paid; 2) an apology is made by the City; 3) a description of what happended; 4) change of City policy. Policy changes were discussed by the Council. Bud Reber suggested that one person in each department only should have the responsibility of disposing of dogs. Mayor Weyrens will talk to the department supervisors. City Attorney suggested the apology be made by the maintenance supervisor Dick Taufen. Patrol Car Policy: Attorney Jovanovich suggested there should be a stricter policy . on who can sit in the police patrol car. Council will check into it. Bus Service: Mayor Weyrens presented a request for Metropolitan Transit Commission bus service to St. Joseph. Council will discuss the matter further. Disposal Plant Repairs: A proposal from St. Joe Plumbing & Heating to repair the water system at the disposal plant at a cost of $250 was approved on a motion by Reber seconded by Husen. Ayes: Weyrens, Schneider, Husen, Reber, Dehler. Nayes: None Motion carried. Police Department Pay Schedule: Pay rates were discussed by Council. Stearns County wages were reviewed. Steve Dehler suggested hiring a professional consultant to help set up a pay schedule. All departments will be reviewed. Mayor Weyrens will discuss the matter with City Clerk Bob Johnson. Police Chief: Bill Lorentz presented a proposal and recommendation to change the present part-time police officers to reserve officers because of a new law. Council discussed wages for reserve officers. Herman Schneider said they will go back to $3.00 per hour. Chief Lorentz also suggested hiring one more full time police officer to start January 1, 1980. Schneider moved to table the question of hiring another police officer. - Mayor Weyrens: Mayor reported that he took Bill Lorentz off of the Park Board. He felt the police force could use the extra police time that Bill - could provide if he were not involved with the park projects. Mike Husen stated that he disagreed with that decision. He thought that Bill was still available for duty when at the park because of his patrol car radio. Bud Reber stated his opinion was that Chief Lorentz ono ~} .l', , should only do police work while on duty. The question of the youth work program at the park continuing was examined. Bud Reber will in- terview the Park Board members to see how they feel about the situ- ation. -- Fire Hydrant: Herman Schneider reported new fire hydrant working well. Mike Husen: Husen reported on Planning Commission meeting. Plans were presented for the low-income housing development. Cy Reinart will probably take over this development. The Comprehensive Plan land use map was discussed at the Planning Comm- ission meeting. Discussion on business district for future use will be on the agenda for the September 10 meeting. Roske property annexation hearing will be October 3 at City Hall. Fire Department Equipment: A motion was made by Schneider seconded by Dehler to approve a request from the Fire Department for coat, boots, and helmet purchase at a cost of $250.00. Ayes: Weyrens, Schneider, Husen, Reber, Dehler. Nayes: None ì'o'íotion carried. Mayor Weyrens: Mayor reported there is a traffic count being taken at the St. Benedict's entrance. The Bob Borresch building site was discussed. The basement hole is a safety hazard. Area Planning Organization rate of pay will be the same for 1980.
