Pursuant to due call and notice thereof the City Council of the City of St. Joseph
met in special session on Thursday, August 23, 1979 at 7:15 p.m.

~ Members Present: Herman Schneider, Acting Mayor; Councilmen Bud Reber, Steve
Dehler, Mike Husen; Clerk Bob Johnson. Attorney Tom Jovanovich -
( 7 : 30 p. m. ) . Absent: Mayor Hugo B. Weyrens (vacation) .

Others Present: Mike Loso, Fire Chief; Engineer Joe Bettendorf (7: 30 p. m. ) .
Bid Opening - 7:30 p.m.: Bids were opened on Alley Paving Project No. 79501.04
at 7:30 p.m. The following bids were received:
1) Bauerly Bros., Inc. ........... . $16,046.30
Route 2, Sauk Rapids, MN 56379
2) Hardrives, Inc. . . . . . . . . . . . . . . . . $15,512.00
St. Cloud, MN 56301
(Representatives present.)
Engineer Bettendorf recommended rejection of all bids due to the great
difference between the estimate of $8,600.00 and the low bid of $15,512.00.
A motion was made by Reber seconded by Dehler to reject all bids, and
instruct engineer to investigate the day-labor method for project com-
pletion.
Ayes: Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Fire Department Applicant: Fire Chief Loso presented the application of Ed
Merkling, 19. The application for Fire Department membership was
approved on motion by Dehler seconded by Husen.
Ayes:, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Street Closing: A request by Fire Chief Loso to block off 1st Avenue North West
from alley to Ash Street for September 9th social affair was approved
on a motion by Reber seconded by Dehler.
Ayes: Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Chief Conference: A request by Loso to attend the annual chief conference on
October 18-19-20 in Marshal, Minnesota was approved on motion by Husen
seconded by Reber.
Ayes: Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
LP Gas Storage: Chief Loso expressed concern about LP gas tank storage within,
the city. Chief to examine and present an inquiry to State Fire Marshal's
office concerning the matter. Uniform fire code adoption question to be
examined by Council.
Tanker Truck: The fire department tanker truck reportedly has the tank and radio
installed and will become operational in the near future.
City Attorney: Dram-Shop insurance - insurance carrier would not insure organ-
izations - cost for Spring Fling or October Fest - $75.00 to $100.00.
Council to consider dram-shop insurance as a license requirement.
Petitions: Harvey Reber, Gene Scherer petitions for annexation were presented
by City Attorney Jovanovich.
A motion was made by Husen seconded by Reber to approve petitions of
Harvey Reber and Gene Scherer.

Nayes: None Motion carried.
Gun Policy: A motion was made by Reber seconded by Husen that the City Police
Department will provide and retain a 38 caliber hand gun, approved -
by the Police Chief, for department officers. Any alternate weapons
must be approved by the Police Chief and purchased by the officer.
All weapons shall be properly maintained by the police department.
Ayes: Schneider, Reber, Dehler, Husen.

Beer License: A motion was made by Dehler seconded by Reber to approve 3.2
liquor license for October Fest as requested for J.C. 's - Recreation
Association by Jerry Frieler provided the group meet with Chief of
Police prior to the event.
Ayes: Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Planning Commission: Councilman Husen presented a Planning Commission report:
Commercial redevelopment of downtown discussed - other areas for
commercial development also being examined.
A special meeting of the Planning Commission has been scheduled for
September 4. Regular on September 10 instead of Labor Day.
A motion was made by Reber seconded by Husen to adjourn at 10:10 p.m.
Ayes: Schneider, Reber, Dehler, Husen.
