Pursuant to due call and notice therof the City Council of the Ctiy of st. Joseph
met in regular session on Thursday, October 4, 1979 at 7:30 p.m. in City Hall.
Members Present: Mayor Hugo B. Weyrens; Councilmen Herman Schneider, Bud Reber,
steve Dehler, Mike Husen.
Others Present: Jerry Henkemeyer, Park Refuse Service, present regards request
for rate increase.
Bills Approved: Bills approved for payment with exception of Granite Electronics
in the amount of $315.50 for rescue squad radio frequency installations
on motion by Reber seconded by Schneider.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Garbage Rate Increase: Once a week pickup plan reviewed for November 1 to April 1,
1980. Land fill problems cited. Two pickups per week to be continued
at an increase of 40¢ per account per month to $4.00 on motion by Husen
seconded by Dehler. (Effective January 1, 1980) .
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
School District Lease: A motion was made by Reber seconded by Dehler to approve
agreement with School District 742. (Lease agreement on hockey rink area).
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
phibbs Case: Attorney to contact insurance company to disclose City agreement to
settlement on phibbs dog case.
Roske Property Annexation: Five percent ( 5%) of the Susan Roske property proposed
for annexation currently borders the City of st. Joseph. The property
is zoned R-3 in st. Joseph Township and would become R-1 Agricultural when
annexed to city without prior rezoning. The City Attorney will request
the Minnesota Municipal Board to continue the Roske property annexation
case until rezoned by the Joint Orderly Annexation Board composed of
Township, City and one County Commissioner membership.
possible Liquor violation Hearing: A motion was made by Husen seconded by Reber to
notify Mark Zimmer, manager of LaPlayette, Inc. to appear before Council
on Thursday, October 18, 1979 at 9:00 p.m. on a possible liquor violation.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Gas Installation: Problems of gas installations were reviewed - street break ups
cited. Engineer data to be prepared and submitted to Northern states
Power Company.
Council - Planning Commission: Planning Commission - Council meeting set for
October 22, 1979 at 7:30 p.m.
Tax Levy: A motion was made by Reber seconded by Schneider to approve the following
tax levy for 1980:
General Revenue -- 64,000.00
Street Maintenance -- 2,500.00
Street Lights -- 11 , 500.00
Recreation -- 12,000.00

steve Dehler.
Voting against motion: Mike Husen
Motion carried.
Budget Summary Publication: A motion was made by Husen seconded by Reber to
approve publication of the City tentative general operating budget
summary.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Street Lighting Change: A motion was made by Dehler seconded by Husen to approve
the following street lighting changes:
1 ) Minnesota Street (downtown area) --
(a) 6 - Fluorescents - change to 11 hi-pressure sodium (250) .
(b) 1 - Fluorescent - change to 1 ~N (250) -- (corner of Minn-
esota and 1st Avenue Northeast).
2) College Avenue North --
(a) 2 - Fluorescents - change to 3 hi-pressure sodium (250).
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.

The change will lncrease lighting in the downtown area, save energy
and reduce city cost per unit.
Holiday Change: A motion was mady by Reber seconded by Husen to change city
holiday - Veterans Day - from the 4th Monday in October back to
November 11. (Effective immediately) .
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.

Adjournment: A motion was made by Schneider seconded by Reber to adjourn at
12:20 a.m.
