HomeMy WebLinkAbout1979 [11] Nov 15 Thursday, November 15, 1979 O¿j-A J41 Pursuant to due call and notice thereof the City Council met in special session on Thursday, November 15, 1979 at 7:30 p.m. in City Hall, st. Joseph, Minnesota. Members Present: Mayor Hugo B. Weyrens; Councilmen Herman Schneider, Bud Reber, steve Dehler, Mike Husen. (Clerk Bob Johnson - 8:00 p.m.) Traffic Count: prelimenary report on traffic count at st. Benedict College. A further, detailed report to be presented by Bill Hansen at the City Council meeting on November 21, 1979. Gun Policy: Police weapon purchase: at present the purchase of a .357 magnum pistol requires.38 caliber ammunition. Council re-affirms policy of city to provide only .38 caliber pistols for Police Department. If officers desire a different weapon, it must be purchased by the officer and authorized by the Police Chief. Other Police Dept. Policy: General discussion of Police Department procedures. All questions will be directed to the Chief of Police for further consideration by Council and Police Chief. winter Parking Problems: Additional discussion concerning car towing during winter months. The problem of liability insurance is very difficult to resolve. Greater emphasis will be placed on informing the general public on the need to have off-street parking during the snow season. Letter to Hull: Wastewater Plant gate question reviewed - area to be secured at night. New locks and keys to be made - traffic in area cited as primary reason for security action. Council instructed clerk to notify Lyman Hull city sees need for securing plant area by locking south gate, key will be provided to Lyman Hull. Approved on motion by Husen seconded by Schneider. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Mr. Hull to be invited to a Council meeting to further explore matter. Park Land Sale: Question of park land sale considered by Council - matter has been examined and approved by Park Board. Sale also ruled compatible with city comprehensive plan. Roske Property: Roske property rezoning hearing scheduled for December 12 by Plan- ning Commission. Petition for annexation to be acted upon by Municipal Board by the end of November. Police Car Bid Ad: A motion was made by Reber seconded by Husen to direct Clerk to publish advertisement for bid on new police vehicle. Run ad Thursday and Friday, November 22 and November 23. Sealed bids to be received until 11:00 a.m. on Thursday, December 6, 1979. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Bar Employee Age: Claude Menzhuber appeared before Council regards age requirements of persons working in liquor establishments. Mr. Menzhuber was informed persons working as bartender or waitresses must be 19 years of age. Musicians, bus boys, and dishwashers may be under 19 years of age. Boy Scout Building: Electrical power needs for Scout building were reviewed and a 10-3 line from new maintenance building to Scout building was approved by Council. OAO u 'j¿ LI Hydrant Flags: A motion was made by Dehler seconded by Husen to approve purchase of six flags as replacements for fire hydrant locations during winter. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Fire Department Salary Adjustments: A motion was made by Schneider seconded by Husen to approve the following fire department salary adjustments: $6.00 per hour on fire calls $5.00 per hour for drills and meetings Fire Cheif salary increased to $75.00 monthly Asst. Cheif to $30.00 monthly Voting for the motion: Schneider, Reber, Husen, Weyrens. Voting against motion: Dehler Motion carried. Planning Seminar: A motion was made by Reber seconded by Schneider to approve the attendance of Mike Husen and Ben Kremer at the annual Planning & Zoning Institute in Minneapolis on December 13 and 14, 1979. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Clerk Conference: A motion was made by Husen and seconded by Dehler approving Clerk attendance at annual clerk conference in Alexandria in March. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Fire Department Batteries: A motion was made by Reber seconded by Husen to approve purchase of batteries for fire department pagers. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Assessor Workshop: A motion was made by Dehler seconded by Reber to approve assessor attendance at workshop at Holiday Inn - November 12 - 19-20 in st. Cloud. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Adjournment: Adjournment was approved at 12:10 a.m. on motion by Dehler seconded by Reber.
