Joseph met in regular session on Thursday, December 6, 1979 at 7:30 p.m. in City Hall. Members Present: Mayor Hugo B. Weyrens; Councilmen Herman Schneider, Bud Reber, I steve Dehler, Mike Husen; Clerk Bob Johnson; Treasurer Leo Sadlo. Treasurer Report: Leo Sadlo, presented the monthly fund report. A motion was made by schneider seconded by Husen to approve the report. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Approval of Minutes: Minutes of November 8 and November 15, 1979 were approved on motion by Husen seconded by Reber. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Comprehensive plan: A motion was made by Schneider seconded by Reber to adopt Comprehensive plan update as presented and recommended for approval by the City Planning Commission. Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. James & Ron Brown: Present regards hockey program for 1980. Rink caretakers have been assigned. To contact Mike Loso, Fire Chief and maintenance superintendent Dick Taufen. Use of tractor and broom for hockey rink cleaning to be explored. Hockey representatives requested City con- tribution of $400 - $500. Sharing costs with st. Joseph Township and st. Wendel Township being considered. Engineer Bettendorf: Alley project matters examined. Final restoration questions 1 raised. Hardrives responsible for re-mortar of manholes and leveling alley edges to conform with surfacing. st. Ben's Entrance: Engineer indicated he had examined new entrance proposals relating to Cbllege-Convent entrance on Minnesota Street and County Road #2. st. Cloud Meeting: Mayor Weyrens reported meeting with st. Cloud officials regards sewer interceptor to st. Cloud. Future meeting with st. Cloud and Waite Park anticipated. Street Condition Report: Engineer Bettendorf presented a preliminary street con- dition report. He indicated County Road #121 (College Avenue South) as being in poor condition. A full report will be ready next weeK. ordinance Codification: City Attorney indicated he would begin legal process next week relating to codification of city ordinances. Rental Housing Ordinance: Uniform fire code question was raised. Attorney to review Brooklyn Park Ordinance. Fire Lanes - Cloverdale: Proper fire lanes question examined reg~rds Townhouse project in Cloverdale Estates 2nd Addition. Owner must designate fire 1 lanes approved by Fire Chief. Attorney to notify Reinert Construction. Police Car Bid: A motion was made by Dehler seconded by Reber to accept the low bid of Krebsbach Motors for a new police car in the amount of $7,145.00 (includes trade-in) as per bid submitted. 947 Ayes: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Bills Presented: A motion was made by Schneider seconded by Dehler to pay bills as pres~nted with the exception of Great Plains and Jones Electric. AYffts: Weyrens, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. City Clerk vacated his position to take part in the negotiation with the other employees. Salary and Wage Review: City Council met with all city employees - Randy Bush, Mike Kampa, Bill Lorentz, Ray Bechtold, Dick Taufen, Jim Marthaler, Bob Johnson, Ida Mae Johnson, Laurie Terwey - to review the proposed 8% wage increase. Police Department and Maintenance Department employees voiced their opinion that an 8% increase is not acceptable because of the cost of living increases and that the base salaries are too low to start. Mike Husen requested he go on record as being opposed to· the limit of only 8% salary increase due to the lower base salary presently paid to the employees compared to the base pay of the county employees. Mike Husen moved that the City adopt the 1979 Stearns County Sheriff's Department salary schedule for payment to Police Department through 1980 and that we use that as a basis through job description and time in employment for negotiating a salary with the Maintenance Department and Clerk's office. Seconded by Steve Dehler. Ayes: Mike Husen Nayes: Herman Schneider, Bud Reber, steve Dehler, Hugo Weyrens. Motion failed. Police Department proposed Sheriff's 1980 pay from Sheriff's schedule be payed in 1981. 1980 pay would be Yz the difference between current salary and 1979 Sheriff's schedule added on to current salary plus 8%. Bud Reber moved that the two patrolmen salaries and Jim Marthaler's salary be increased to $1000.00 per month and increase all salaries then by 8%. Motion died for lack of second. Ray Bechtold proposed an additional $200.00 per month to current salary and add the cost of living increase as next years wage increase. Wage increase negotion will be taken up at a subsequent meeting on December 17 at 7:30 p.m. Steve Dehler Acting Secretary MTC Bus Service: Mayor Weyrens reported on MTC bus service. statistics on service to Bel Clare Acres were examined.
