CITY OF ST. JOSEPH, MINNESOTA
I The City Council of the City of St. Joseph met in City Hall on Thursday,
January 20, 1977 at 7:30 p.m.
Members pres:ent: Mayor Hugo B. Weyrens; Councilmen, Herman Schneider, Bud
Reber, Steve Dehler, Mike Husen; Clerk Bob Johnson: Attorney John Knapp.
Agenda: Fire Chief Mike Loso Mobile units installation question - Loso
indicated the cost of installation was extra. Question of council
meeting attendance examined - contact to be made with Advisory Board
member, '. Herman Schneider prior to council meetings.
Police Chief Bill Lorentz: Traffic violation report for 1976 presented and
examined by council. Privacy data questions were reviewed and,examined.
Accident anœ traffic violations of 1976 were reviewed. (çr{ f/L/::. )
A motion was made by Reber s:econded by Husen to purchase six police
car door decals from Gaston Rheame Inc. at a cost not to exceed $80.00

Attorney Tom Jovanovich present regarding enforcement of liquor ordinance.
Question of enforcement policy - sales to minors problem reviewed -
checking of ID's question raised - Dram shop suit liability examined;
City clerk to notify liquor licensees that council requests compliance
I with state law and local ordinance with complete ID check. Complaints
will result in hearing on license suspension. A motion was made by Reber
seconded by Schneider.

A motion was made by Schneider seconded by Reber to raise Attorney
Jovanovich fee to $30.00 per hour.

Honer Homes Inc. John Honer, Attorney Dan Eller presented plat of area in
Eastern Park. Variance requests examined for plating of lots - Attorney
Eller to provide variance information for publication. Street surfacing
questions explored. Honer Homes to pay costs of surfacing 6th Ave as
per abutting properties.
Baker Street surfacing agreement question raised - Honer Homes and
FHA agreement reported on file by Attorney Eller. Council requested
copy of agreement. Variance hearing date tentatively set for March 7, 1977.
Irene Reber: Police reserve question presented. Use of abusive language
complaint cited as violation of reserve code - reservist car accident
. question also presented.
A motion was made by Bud Reber to discharge Randy Honer as Police
I Reservist - there was no second to that motion.
A motion was made by Dehler to request Randy Honer appear before the
coUncil regards duty on Police Reserve in view of citizens complaints
seconded by Husen.

Nayes: Reber
Abstaining: Schneider
Appearance before council to be established for Feb 24, 1977 8:15 p.m.

Ordinance question Ordinance to eliminate older ordinances to be prepared
after examination by clerk and attorney.
Bus Parking Bus parking on Lot 7 Blk 1 Loso's 5th Addn. question examined - I
Skating Rink Report Skating rink report presented by Bud Reber.
Annexation Board Report Husen report of Joint Orderly Annexation meeting
presented - officer change to wait until after March town election,
Cloverdale Estates plat examined - lot size question reviewed,
Police Advisory Board Report Weyrens reported on Police advisory meeting,
The follo\ving were recommended for reappointment: Bill Lowell, Bob
Viebauser, Gerald Derr, Marcella Kapsner.
A motion was made by Husen seconded by Dehler to approve appointments
as recommended.
