CITY OF ST. JOSEPH, MINNESOTA
The City Council of the City of St. Joseph met in regular session on Thursday, Feb 10,
.... 1977 at 7:30 p.m. in City Hall.
Members present Mayor Hugo B. Weyrens; Councilmen, Herman Schneider, Bud Reber,
- Steve Dehler, Mike Husen; Clerk Bob Johnson; Attorney John Knapp; Leo Sadlo
Treasurer.
Also Present Gunnar Johnson, Mrs. Roman Spanier; Mrs. Bill Klein
Call to Order The meeting was called to order by Mayor Weyrens at 7:30 p.m.
Treasurer Report The monthly fund report was presented by Treasurer Leo Saldo
and approved on motion by Schneider seconded by Dehler.
Ayes:Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None.
Financial Report A motion was made by Reber seconded by Mike Husen to publish
annual financial report in St. Cloud Times.
Ayes: Schneider, Reber, Husen, Weyrens.
Nayes: Dehler
Ordinance Book A motion was made by Reber seconded by Dehler to approve purchase
of League's Model Ordinance book cost $25.00
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: NOne
Protest on Amendment
to Ord. No 58 Gunnar Johnson, Mrs. Bill Klein, Mrs. Roman voiced ob-
jections to amendment to Ordinance No. 58: vehicle parking on streets between
the hours of 2 a.m. and 7 a.m. from Nov 1 to April 1 - Residents cited hardships
and damage to front lawns as major objections. Council to review matter for
appropriate action.
Eich Petition A motion was made by Schneider seconded by Reber to approve petition
for annexation of John and Evelin Eich for the 50' lot abutting their property
on the east, known as the former Aloys Eich property. (Description and copy
of petition on file)
Attorney Knapp was also instructed to prepare proper notices.

Communication Question Information reviewed - city communication needs to receive
additional study.
Budget Budget review and capital outlay and prooosed expenditures examined.
Communication
from County Communication relating to resolution requesting Dept of Transportation
to retain Hwy 52 as State Hwy presented.
A motion was made by Husen seconded by Reber to pass resolution opposing
Hwy 52 being designated as a County Hwy. Resolution on file in Resolution Book.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None.
Clerk Conference Motion was made by Schneider seconded by Dehler to approve
clerk attendance at annual conference in Mpls on March 16 - 17 - 18.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None

Water Freeze Policy A motion was made by Schneider seconded by Husen to charge
senior citizens 50% on water line freeze and allow payment of remaining 50%
on an extended pay basis. -
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None
Bills Presented A motion was made by Dehler seconded by Husen to approve bills
as presented/
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None
Purchase Approval A motion was made by Reber seconded by Schneider to approve
maintenance dept request to purchase $100.00 of hardware items as requested.
Ayes: Schneider, Reber, Husen, Weyrens.
Nayes: None
A bs taining: Dehler
Hockey Rink Report Presented by Reber - St. John's U hockey team use of rink
cited. Clerk instructed to send letter to College indicating local rinks
must be reserved for local youth hockey.
Snowmobiling on playgrounds cited as violation of ordinance - violators to
be prosecuted.
Motion to adjourn at 12 midnight.
