CITY OF ST. JOSEPH, MINNESOTA
I The City Council of the City of St. Joseph met in special session on Wednesday,
March 2, 1977 at 7:30 p.m. in City Hall.
Member Present Mayor Hugo B. Weyrens; Councilmen, Herman Schneider, Bud Reber,
Steve Dehler, Mike Husen; Clerk Bob Johnson.
Also Present Mike Loso, Fire Chief.
Fire Dep t
Communications Chief Loso reported on St. Ben's participation in additional
radio communications for fire protection on 24 hour basis. Possibility to
dispatching to transfer to switchboard during summer months. ·St. Bens to
notify city of changes to be completed on campus. Cost factors re-examined
by council.

A motion was made by Reber seconded by Husen to approve purchase of radio
communication for fire operation from Motorola Corp. in amount of $7,840.00
total cost - to be apportioned as city use designation of 50 - 50 basis with
fire use only equipment on a 60% town - 40% city basis.

Face Mask Purchase A motion was made by Dehler seconded by Reber to approve 10
face masks @$4.95 for fire dept purchase.

Compensation Policy Council policy extablished as follows
- Council permitted 3 extra meeting @ $10.00 per mDnth
Mayor 6 extra meetings @ $10.00 per month
Approved policy of payment of 50% clerk aS4umulative comp.ensation hours after
each pres~tation for council approval.
Treatment Plant
student program Reber reported on Voc Tec student program several weeks in spring -
Wastewater Treatment Plant operation
Ceta Applications 16 applications were examined interview times were scheduled
for Tuesday March 8 starting at 6:30 p.m.

Gun Purchase A motion was made by Dehler seconded by Husen to approve Bud Reber
purchase of hand gun from City - after 9 years of service at cost with stip-
ulation there are no legal restrictions to sale.
Ayes: Schneider, Dehler, Husen, Weyrens.
Nayes: None
Abstaining: Reber
Planning Report Husen Planning Commission report presented. Report placed on file.

Pursuant to due call and notice thereof the City Council of the City of St. Joseph
met in regular session on Thu~sday, March 10, 1977 at 7:30 p.m. in City Hall~

Treasurer Report Leo Sadlo, Treasurer, presented the monthly ftmd report. A motion
was made by Dehler seconded by Reber to approve report as presented.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None
St. Joseph Rec Assn: Reber reported on St. Joseph Recreational program - prospect
of other Townships participating.
Rest Room Facilities: Plans to renovate rest room facilities at City Hall were approved
by the council. A motion was made by Dehler seconded by Husen.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None
Tim Hoover: Present regards sale fo property - Lot 7 Blk 1 Loso's 5th Addn. 37x55
2035 sq ft. Camper storage original purpose of lot purchase by Hoover. Council
informed Yœ. Hoover they were not interested for city use.
St. Joseph Cold Spring
Medical Group James Landwehr and James Lawson were present regards st. Joseph
Cold Spring Medical Planning Council to present a report on Medical Clinic pi~ject
progress. Community informational meeting scheduled for March 22 Lab School Bldg
Council Support A motion was made by Husen seconded by Schneider to approve a letter
of support from the City Council to SCAhœ.

Abstaining: Reber and Dehler. Motion carried.
Merickel Escrow deposit No report from Zapp Nat't Bank. Copy of Merickel Const.
escrow agreement was sent to bank.

John HOner Variance hearing report presented. Recommendation of Zoning Board of
Appeals presented. Approval of variances with stipulation properties would be
restricted to single family dwellings only. 6th Ave street surfacing and related
improvements question examined. Baker Street question reviewed - Minutes of Nov 1,
1971 - No 470 presented relating preliminary plat for Eastern Park Sub Division
regs relating to street dedication reviewed.
Engineering data to be obtained prior to March 24th meeting - agreement between
FHA and Honer Homes relating to improvements and assessments did not pertain to
Baker Street stated by Attorney Elær.
Variance Approval A motion was made by Husen seconded by Reber to approve variance
requests ôf Honer Homes as recommended by Zoning Board of Appels with stipulation
properties in variance area be restricted to single family dwellings. Meeting .
scheduled for March 31 to complete Baker Street surfacing and related improvement
agreements. ~
Ray Brandenberger Lions representative - regards picnic shelter bldg to be placed
in Millstream Park.

Street Name: A motion was made by Schneider seconded by Husen to approve ~ons request
to name street entering Millstream Park on south offHwy 52 leading to shelter
Bldg to be called Lions Lane.

Nayes: None
Chuck Pearson: Discussion of Police vehicle.
A motion was made by Dehler seconded by Schneider to finalize police car purchase
bid with Miller Motors Co. at the bid price of $5,124.00 Bid bond check returned
to Chuck Pearson.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None
CETA Employment: Council approved Wastewater Plant and Maintenance applicant Dennis
Emery on Ceta Program on motion by Reber seconded by Husen.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: NOne.
Bills Presented: A motion was made by Schneider seconded by Reber to approve bills
as presented.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.

Sweeper Purchase A motion was made by Dehler seconded by Schneider to purchase
sweeper for tractor at a cost of $530.00
Ayes: Schneider, Reber, Dehler, Husen, Weyr.ens
Nayes: None
Maintenance Purchases A motion was made by Reber seconded by Husen to approve the
following purchases oil filters, oil 3 cs, 5 gal drum hydraulic oil, small
tractor battery - total cost $112.75
Wastewater plant purchases approved - 8 wrenches total cost approx $39.12
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.

Planning Report Mike Husen presented the planning report on new Post Office site.
Bldg inspector to review and submit report to Postal Authorities.
Police Reserve Budget A motion was made by Reber seconded by Dehler to extend
Police Reserve budget another 6 months on same as previous basis. Total $1,248.00
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None
