HomeMy WebLinkAbout1977 [03] Mar 31 744 Thursday, March 31, 1977 Pursuant to due call and notice thereof, the City Council of the City of St. Joseph met in special session on Thursday, March 31, 1977 at 7:30 pm in City Hall. Members Present Mayor Hugo B~ Weyrens; Councilmen: Herman Schneider, Bud I Reber, Steve Dehler, Mike Husen; Clerk Bob Johnson, Attorney John Knapp. Also Present Fire Chief Mike Loso, Gerald Derr, Dick Taufen, Ron Rutz, Dave Theisen, Don Kierzek - Del Terwey, Fire Advisory Board member. Fire Chief Mike Loso presented a report on attendance at last Township Board meeting. Radio fire communications cost factor changes incorporated into new analysis. Base station apportionment changes noted - Del Terwey, Town supervisor and Fire advisory Board member, to attempt Town Board vote to- nigh t . Approval base station items: on 50-50 city - fire basis with fire portion on additional 60-40 cost basis. City fire inspection policy reviewed - department inspecting business firms and making recommendations. A motion was made by Dehler seconded by Schneider to accept withdrawal of Roger Beuning as a member of the City Fire Dept. Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: None Don Kierzek: Presented a report of PAC interviews for patrolman position. PAC Board recommended City Council hire Lorrayne Haggerty as a patrolman on Ceta program. A motion was made by Husen seconded by Reber to hire Lorrayne Haggerty, upon I satisfactory completion of all tests, as patrolman on Ceta program as recom- mended by Police Advisory Commission. Ayes: Reber, Dehler, Husen, Weyrens. Nayes: None A bs taining: Schneider. Dick Taufen Maintenance Question of tractor broom purchase having additional capabilities examined. A motion was made by Schneider seconded by Reber to approve purchase of broom at a price of $743.00. Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: None A motion was made by Reber seconded by Husen to approve purchase of special mix for alley (six to eight loads) Ayes: Reber, Dehler, Husen, Weyrens. Nayes: None Request for exhause system and starter and possible battery for pick up was approved on motion by Schneider seconded by Dehler. Aÿes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: None I Water School A motion was made by Schneider seconded by Reber to approve att- endance (April 19 - 20 - 21) in Bloomington at water school. Question of violation of Zoning Ord. No. 59. Council to further study and prepare action. Letter to Simon inviting him I to April 6th meeting 9 pm on motion by Schneider seconded by Husen. Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: None Attorney Knapp Presented proposed Ordinance No. 1977-A amending parking regs. by the establishment of strict responsibility for the offense and by limit- ingpenaJ.ities;; Baker street question reviewed - Attorney to notify Attorney Eller of situation. Drainage area question: Letter to st. Bens - exhibits A & B - Attorney Knapp explained due water course law. Attorney Knapp to contact St. Bendict's Attorney John Sullivan. Area importánt for East End Hud project storm water drainage. Bob Borresch: Informed council of organization of local AAA group. Friday night meetings approved for hall use. Jeff Young request Motion has been made by Reber seconded by Husen to approve gun purchase request of Jeff Young at cost. Ayes: Weyrens, Dehler, Husen, Reber Nayes None A bs taining: Schneider I Board of Review: Council moved by Reber seconded by Husen to send letter to County Assessor in protest of 4 p.m. Board of Review meeting scheduling. Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: None IIMCr A motion was made by Dehler seconded by Reber to approve membership in IIMC for year at $20.00 per year. Rec.Assn Financial Report: Copies presented to council members for review.
