HomeMy WebLinkAbout1977 [04] Apr 06 746 Wednesday, April 6, 1977 Pursuant to due call and notice the City Council of the City of St. Joseph met in regular session on Wednesday, April 6, 19T7 at 7:30 pm in City Hall. Members Present: Mayor Hugo B. Weyrens; Councilmen Herman Schneider, Mike I Husen, Steve, Bud Reber - (to arrive later); Clerk Bob Johnson; Treasurer Leo Sadlo; Engineer Joe Bettendorf. Treasurer Report: Leo Sadlo, City Treasurer presented the monthly fund report. Motion made by Schneider seconded by Husen to accept treasurer report as presented. Ayes: Schneider, Dehler, Husen, Weyrens. Nayes: None Financial Report of Athletic Assn A motion was made by Husen seconded by Dehler to accept 1976 financial report of St. Joseph Rec. Assn. Ayes: Schneider, Dehler, Husen, Weyrens. Nayes: None Ord. No. 1977-A A motion was made by Schneider seconded by Husen to adopt Ordinance No. 1977-A amending parking regulations for establishment of strict responsibility for the offense and by limiting penalties. Ayes: Schneider, Dehler, Husen, Weyrens. Nayes: None Engineering Report: Hud letter question of Community Block Grant progress - resolved by engineering firm. Drainage area can be included in Grant project on approval by Hud. East end drainage question examined - all east end project items reviewed with engineering data presented by Bettendorf. I Survey data complete preparation of plans and specs to start by engineers. Drainage area agreement question with St. Bens to be determined. Attorney Knapp was instructed to write letter to Honer Homes indicating city request to have Honer Homes dedicate all of Baker Street area to City as required by resolution of City Council passed at time of Eastern Park project approval - on motion by Dehler seconded by Schneider. Ayes: Schneider, Dehler, Husen, We~ens. N ayes: None Engineer presented copies of environmental impact statement relating to East end project. Further action on storm sewer question to be taken at meeting on April 21 - also final on enviromental statement for publication. Tom Brannan: Presented a request for alley vacation north-south alley from Ash Street to junction of east west alley to rear of city hall. Reason of vacation request - safety factor heavy traffic reported through alley in question - Mayor appointed Dehler and Husen to committee to study alley closing - report to be presented at council meeting on April 21. (Councilman Reber arrived and assumed chair at 9:15) Bill Simon I Bus. operation in R2: Bill Simon was present to discuss business operation - parking of c~msj;ruction equ.ipmeilt in.oresidential area. Ordinance No. 59 regulations question - requirement to apply for special use permit reviewed Mr. Simon advised to submit application to Planning Commission for special use permit. 747 A motion was made by Dehler seconded by Reber to notify all businesses in violation of Zoning Ordinance 59 to apply for special use permit. Ayes: Schneider, Reber, Dehler, Husen, Weyrens I Nayes: None Pat Schneider Rec Director: Summer Rec program discussion. Request for 1976 recreation report presented. Discussion of this summers program held. Safety factors examined Equipment use for recreation examined - schedule to be worked out with Dick Taufen. Pat Schneider to discuss tennis court use question at St. Bens with College. A ttorney Knapp: Lyman Hull petition for annexation question re-examined - north area to be examined for easement request from Burlington Northern Saturday by council members. Further study of possible use of North Street and easement necessary to provide access to Hull property. Bills: A motion was made by Reber seconded by Husen to pay bills as presented Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: None Back Entrancê: A motion was made by Schneider seconded by Husen to approve renovation of back entrance of city ahll. Nayes: NOne Park Board Report: Uses of park areas explored. Concession stand move for temporary use until new structure can be completed. Planning Commission Report: Planning Commission recommended council adopt rental occupancy certificate ordinance and fence ordinance. Consider fee schedule.
