Joseph met in special session on Thursday, April 21, 1977 at 7:30 pm in City Hall Members Present: Mayor Hugo B. Weyrenst Councilmen Herman Scqneider, Bud Reber, Steve Dehler, Mike Husen; Clerk Bob Johnson Minutes approved: Minutes of 2/10/77 - 2/24/77 - 3/10/77 wère approved on motion by Reber seconded by Schneider Ayes: Schneider, Reber, Dehler, Husen, Weyrens Nayes: None Also Present: Mr. and Mrs. Don Schneider, Mr. and Mrs. John Kierzek Dick Taufen Maint. Supt. question of hydrant replacement - larger power service to park shelter to be considered. Battery for sludge truck approved on motion by Schneider seconded by Husen. Ayes: Schneider, Reber, Dehler, Husen, Weyrens Nayes: None Water tests - question. Street broom for tractor ordered reported by Taufen Street paint needs and costs examined and reviewed. Work schedules reviewed - new employee to remain at treatment plant for 4 hours normaly during am except for emergency in other areas. Door installation at concession stand to be reversed contractor to be notified. Police Chief Lorentz: reported Lorrayne Haggerty failure of strength and agility tests for patrolman position. Lorrayne Haggerty indicated she no longer is interested in police work. New applications will be interviewed for the Ceta patrolman position. Patrol car use questions reviewed - council co~rflled with energy use suggested dept do more foot patroling. Juvenile loitering on main street blocking business doorways etc. problems examined. Hockey Assn.: Representatives Gene Vanderhayden, Ron Brown presented a report of the hockey program. Warming house expansion question presented. Question of structure for essential use as indoor rink presented. Building also would house tennis courts for summer rise - expand warming house to 20x26 size - $780.26 material cost - $1,041.36 total. A motion was made by Schneider seconded by Reber to approve purchase of paint in amount of $261.37. Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: None Hockey Assn. to provide hockey season report. Alley Committee Report: Mike Husen presented the alley committee report. 9 cri- teria listed in the alley closing policy. Policy placed on file. Also on committee Steve Dehler, Ben Kremer, Planning Commission Chairman. Present on Alley Closi~~g matter: Mr. and Mrs. Tom Brannan, submitting request for alley' closing. Mr. and Mrs. Elmer Reber; Dick Taufen. City liable for alley maintenance after closing. Question of alley vacation presented. Petition to be presented for alley closing or vacation. Notice of hearing to be published and date of hearing established. Persons residing wi ttiin 200 ft of alley in question will be notified by mail. 7~O L' R.R. Easement: R.R. right of \vay easement matter reviewed. Council to await easement reply from Burlington Northern Railroad prior to further action on logging operation matter. Letter to bar owners: A motion was made by Reber seconded by Dehler to dispatch letter to bar owners to clarify liquor ordinance, copies to council, attorney and police chief. Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: None Attorney reported on meeting vdth St. Bens Representative on Tuesday, April 19, 1977 relating to drainage area question Junk car ordinance reviewed - enforcement to be made by Police Dept. Water Filtration aerotor tank insulation has developed an area of bubbles - protective coating firm to inspect tank to determine solution. Swim program to be held at St. Ben's again for this slwmner total cost $2800.00. Program may be reduced to 8 weeks. A motion w,s made by Dehler seconded by Husen to again participate and conduct s\vim program at college pool. A motion was made by Schneider seconded by REber tp apprpve beer license, street closing and park shelter use for annual spring fling to be held on May 13- 14-15.
