HomeMy WebLinkAbout1977 [05] May 05 f'jhl Thursday, May 5, 1977 IJ Pursuant to due call and notice thereof, the City Council of the City of St. Joseph met in regular session on Thursday, May 5, 1977 at 7:30 p.m. I Members Present: Mayor Hugo B. Weyrens; Councilmen: Herman Schneider, Bud Reber Steve Dehler, Mike Husen; Clerk Bob Johnson; Treasurer Leo Sadlo; Attorney John Knapp. Also Present: Mr. and Mrs. Art Lamprecht Treasurer Report: City Treasurer Leo Sadlo presented the monthly fund report. A motion was made by Schneider seconded by Reber to accept report as pre- sented. Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: None Dick Manderfeld: Governor Environment Program - Dick Manderfeld, County Coor- dinator on Governor's Council for Aèsthetic Environment program, presented information on the visual pollution project. Specific programs aimed at restoring the natural beauty of the State include: · removing abandoned autos · removing dilapidated buildings · bringing junk yards into conformance with state law · community clean up projects · a statewide tree pla.1'lting program Mr. & Mrs. Art Lamprecht: Liquor application matters reviewed - incorporation I question to be decided by Mr. Lamprecht. DEastern Park Addition: Dan Eller Attorney representing Honer Homes, Inc. sub- mitted final plat on Honer's Eastern Park 1st Addn. Planning Commission recommended council approval of final plat. Baker Street dedication peti- tion also presented by Attorney Eller. Honer Homes to prepare petition for 6th Ave surfacing. A motion was made by Husen seconded by Reber to approve a final plat of Eastern Park 1st Addn. Ayes: Schneider, Reber, Dehler, Husen, Weyrens Nayes: None A motion was made by Dehler seconded by Reber to accept petition for dedication of Baker Street as stated in the petition. Ayes: Schneider, Reber, Dehler, Husen, Weyrens Nayes: None Hull Property Petition: Petition matters reviewed - request for re-zoning questions examined - attorney to study matter further - city also awaiting lease approval from Burlington Northern. A motion was made by Schneider seconded by Husen to send letter clarifying segments of liquor ordinance to all licensees Ayes: Schneider, Reber, Dehler, Husen, Weyrens I l'.Itá.ÿes: None c. '.- A motion was made by Reber seconded by Schneider to instruct City Clerk to notify petitioners for alley closing - north-south alley Ash Street south to junction of east west alley - between 1st Ave Northwest and Second Ave NW tha~ council voted to deny alley closing Voting for motion: Schneider, Reber, Dehler, Weyrens Voting against motion: Husen 752 Bills presented A motion was made by Reber seconded by Dehler to pay bills as presented. Ayes: Schneider, Reber, Dehler, Husen, Weyrens Nayes: None Fire Conference: A motion v~s made by Dehler seconded by Reber to approve I attendance of 2 fire men at conference at Crosby, 1m on June 10-11-12. Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: None A motion was made by Dehler seconded by Husen to waive penalty charge on contract default by St. Joseph Township. Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: None A motion was made by Schneider seconded by Dehler to approve beer and cigarette application of St. Joseph Recreational Assn. for concession at softball park in MillstreBÆ Park May 9 to Oct 1, 1977 Ayes: Schneider, Reber, Dehler, Husen, Weyrens Nayes: None Planning Commission Report Presented by Mike Husen - report placed on file A motion was made by Schneider seconded by Dehler to approve attendance of Mayor and Clerk at Mini Convention in Brainerd on Friday, June 24.
