HomeMy WebLinkAbout1977 [06] Jun 09 1/56 Thursday June 9, 1977 Pursuant to due call and notice thereof the City Council of the City of St. Joseph met in regular session on Thursday, June 9, 1977 at 7:30 p.m. in Ci ty Hall. Members Present: Mayor Hugo B. Weyrens; Councilmen, Herman Schneider, I Bud Reber, Steve Dehler, Mike Husen; Clerk Bob Johnson; Treasurer, Leo Sadlo; Attorney John Knapp. Also Present: Lionel Johnson, NSP representative, Elmer Rakotz Minutes Presented: Minutes dated 3/3l/77 corrected to include Schneider in yes vote on alley mix. 4/6/77 - 4/l9/77 - 4/21/77 - 5/5/77 minutes approved as indicated above on motion by Dehler seconded by Husen. Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: None Treasurer Report: Leo Sadlo presented the monthly fund report - Motion was made by Schneider seconded by Husen to approve treasurer report as presented. Lionel Johnson: Lionel Johnson, NSP representative present to present new 5 year street lighting contract. 3 changes in contract were explained to Council: 1 ) name change village to city 2) rate schedule must be filed with Public Service Commission 3) Malicious mischievous clause added A motion was made by Schneider seconded by Reber to approve the NSP I street lighting contract as presented. Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: None Elmer Rakotz: Elmer Rakotz; Wm Langston, Able Street residents presented a petition to surface Able Street from 5th Ave SE to 7th Ave SE at same time 6th Ave SE is surfaced. Petition also requested no concrete curb and gutter or storm sewer. Question of placement of stop or yield sign on 6th Ave SE explored. Petition placed on file until 6th Ave and Cloverdale Estate surfacing projects are petitioned. Amendment to Ord No 59: Copy of proposed ordinance amendment presented by Attorney Knapp relating to re-zoning annexed property by Joint Powers Annexation Board. A motion was made by Dehler seconded by Husen to approve amendment to Ordinance No. 59. Ayes: Schneider, Reber, Dehler, Husen, Weyrens N ayes: None Rebischke property question abutting city north or treatment plant pond area studied for road easement purposes. Attorney to examine Hull- Rebischke agreement. Engineer Bettendorf presented East End Report : Location of water mains, sanitary sewer's and storm sewer I installation examined. 24 acre drainage area estimated as a requirement A motion was made by Steve Dehler seconded by Mike Husen stating the City finds that the request for release of funds for the Carom. Dev. Block Grant project is not an action which may significantly affect the quality of human environment. We hereby Authorize publication of said finding. Ayes: Schneider, Reber, Dehler, Husen, Weyrens N ayes: None 757 Landmark to prepare petition on 24 acres immediately. Hearing on Imp. and bid opening to be scheduled simultaneously. St. Ben's meeting scheduled for Monday, June 13, 1977, 7:30 p.m. I Williams Funeral Representative: Question relating to ~N building purchase and use as funeral parlor. Question of variance need explained Publication schedule for hearing reviewed. Landmark Petition: A motion was made by Husen seconded by Schneider to approve letter to Municipal Board indicating the City favors the Landmark petition to annex 24 acres abutting the City to the east. Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: None Don Kierzek: Present to discuss Police Advisory Board proceedures. Suggested salary schedule for police dept. Recruiting and interview policy for applications to police dept. aslo presented and reviewed. Bills presented A motion was made by Reber seconded by Dehler to approve payment of bills as presented. Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: None Gasoline bid A motion was made by Reber seconded by Schneider to place city gasoline purchase on bid basis. All bids to be received by July 1, 1977 Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: None Council received thank you card from local Boy Scouts in appreciation for paper storage at Park Shelter bldg. Radar approval A motion was made by Schneider seconded by Husen to approve sale of second radar unit. Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: None 4th 3.2 approval A motion was made by Reber seconded by Husen to approve 3.2 non intoxicating liquor license for parish 4th of July celebration. Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: None Shade Tree Program examined - additional information to be obtained. Adjournment at 12:45 A.M. fAf !£~ City Clerk
