Pursuant to due call and notice thereof the City Council of the City of
St. Joseph met in special session on Wednesday June 22, 1977 at 7:30 in
-. City Hall.
Call to Order at 7:30.
Present Mayor Hugo Weyrens, Councilman Bud Reber, Mike Husen. Fire Chief
Mike Loso, Police Chief Bill Lorentz, Patrolman Lee Mayavski, Dick Taufen.
(Councilman Schneider on vacation, Steve Dehler to arrive later, City
Clerk, Robert Johnson recuperating.)
1) Fire DeJt Report: Mike Loso
A Mob11e radio units have been installed, in good operation
B) Installation of antenna on water tower by 7-1-77
C) Total completion of all equipment by Aug 15, 1977
D) Short discussion of providing fire protection for part of
St. Wendell Township. Council to wait for formal request.
2) Police De t Re ort: Bill Lorentz
A Lee Mayavski was sworn in as Patrolman of the City
B State training program for Officer Mayavski to begin at a
time agreeable with the State.
C) Parish and City to coordina "e polic'ing efforts on parish
D) grounds on the 4th of July
Consideration by the council should be given to the problem
of 1fkeggers" and the direction or policy of beer and liquor
E) consumption in city parks, and on streets in the park area.
Report on liquor law violations by city taverns to be submitted
to the Mayor.
3) Petition for Annexation of Cloverdale Estates Second Addition
A) After reading of legal description of said property discussion
centered on Block 7 and 8 as being part of orderly annexa-
tion agreement zone 2.
B) Petition was referred to City Attorney for review prior to
the July 7th regular City Council meeting.
(Councilman Steve Dehler arrives for the meeting)
4) Maintenance De t Re ort: Dick Taufen
A Survey of City Trees for Dutch Elm Disease and Oak Wilt
- Survey 90% complete
- To date 55 trees (including those on city property are
suspect of have the disease.
- In the past the cost of tree removal, excluding stump
removal has been placed at $103.00 per tree
- In the future city crews and trucks will be available for
tree removal, by late July.
- Disposal site for the diseased trees will be on city
property behind "old dump".
- Samples will be taken of all suspected trees
- City Clerk will notify by mail all property owners who
have trees \vith the disease. Property owners will be
required to remove the trees wj.thin 15 days of mailed
notice.
- Property owners may place on the street boulevards all
removed diseased trees for removal by city crews. All
trees must be cut into easily handled size.
- Stump removal possibilities will be investigated, with a
report for July 7th meeting
_ Completed survey will include all trees \vithin the city limits

Motion by Reber second by Dehler~ for the c· budget $2,500.00 for the
city program for the removal, of diseased in St. Joseph. ~
Ayes: Weyrens, Reber, Dehler, Husen.

B) 4 Way Stop at College Ave and IJinnesota Street
- Discussion centered on city compliance with state regulations,
vtsibility problems created by existing informat:i,on signs R-nd
tree limbs, potential lost of some existing on-street parking
stalls, possible moving of parish playground fence as it will
obstruct view of stop sign, ~nd it impedes snow removal at the
south - easterly corner of the intersection.
Motion by Dehler second by Husen, to instruct city crews to paint all
four crosswalks, to paint all curbs in crosswalk areas yellow, to Daint
all four clJ.rb areEW adjoining stop sign gj.de of each corner on only
those four street cUTb areas for the length of 20 feet distance measur-
ed back from stop sign position yellow.

C) Safe Drinking Water Act
- City water to be tested each month by the State, and each month
by the City, for a total of 24 tests per year. No charge for
state test, city test cost ~S.OO each at lab in St. Cloud.
5) Council Reports
A) PlamÜng: Report by Husen on Hull rezoning status of Eich
annexation and rezoning, upcomL'1g Public Hearings by Board
of Appeal of City, ~nd discussion of possible violations of
zoning ordjn~'1ce concerning single family dwells and the legal
number of persons per unit.
Mayor Weyrens appointed Dehler and Husen to report to full city council
on possible Revisions of #59 Ordinance definition of term "Family".
B) Street Commissioner: Dehler
- Use of new sweep is satisfactory, street cleaning project
continues on schedule
C) Recreation: Bud Reber
- Report that this SUÆffier's sv~~ming progr8Æ held at St. Ben's
v~th coordination våth St. Benedict staff personal is
being revi.ewed for possible revamping an/or expansion.
- Favorable report conceyning present use of tennis courts
at st. Ben's and at Kennedy School
- Park Board to meet in near future for discussion of park
land in south-east section of city, of land use at new
Mill Stream Park, and of possible preliminary discussions
v~th other groups interested in recreational programs for
possible coordination of efforts.
6) Mayor's Report
- BuildinE; permt t to be issued for Nick Froehe' s new commercial build:i.ng
- Use of bikes by city employees and solutions våth abondon bikes in city
- Dehler to check into different forms for official recogaition by city
of volunteer work contributed by individuals and groups to city projects
- Consideration of amendments to city ordin~nces covering carrying ffi1d
consumption on liquor and beer on city streets and parks. Tabled
until next council meeting
