HomeMy WebLinkAbout1977 [06] Jun 29 June 29, 1977 761 Wednesday Pursuant to due call and notice thereof the City Council of the City of I St. Joseph met in special session on Wednesday June 29, 1977 at 7:30 p.m. in City Hall Call to Order at 7:30 Present: Mayor Hugo B. Weyrens, Councilman Schneider, Husen, Dehler; Gary Muntifering, St. Cloud Housing Inspector; Roman Reber, Building Inspector, Ben Kremer, Planning Commission Chairman. 1) Uniform Housing Code of State of Minn. correlates directly to Uniform Building Code. Zoning Ordinance should "lend" itself to working with U.R.C. and U.B.C. 2) Lodging Houses A) lot sizes determine number B) sq ft of structure further determines number C) other requirements - i.e. #7 bathrooms - Most stringent requirement determines number of roomers. - Original design of structure is measure of determining use and change of use, for compliance with the State and local regulations. (St. Cloud has ~n Housing Advisory and Appeals Board. Board has responsibility to enforce code.) 3) Form of Housing Code. 3 copies - office/field inspections/o\vner's copy by certified mail 4) Housing Code covers at aspects of house; safety, structure, use, etc. 5) Registration of Rental Use - All types. $10. for first unit, $2. for each extra. (copy of Ordinance All fees are annual 6) Certificate of Registration - annual also 7) 7 day notice of inspection following certification if repairs are needed 30 to 60 days to comply 8) Certificate of Compliance - after final inspection - (great importance to banks for re-sale) 9) Need by City to totally specify each ordinance and zoning require- ments to owner. 10) Rental Income constitutes "Home Occupation" - St. Cloud n) therefore St. Cloud Ord defines "roomer" and "sleeping room" City must have housing code in order to act on existing housing structures Do not ma~e rental occup~ncy retroactive l2) City must have clear definition6j te~and zone useage for housing 13) Off street parking - St. Cloud - on rear lot 14) Inspections and fees are annual SPECIAL COUNCIL SESSION Motion Þy Dehler, second by Schneider, for City to purchase A.C. for 8000 BTU at $199.95 for police dept. None Northwestern Bell seeking easement for buried cable placement south on First Street, then Westerly on Date LStreet thruprivate property to - Froehle property, granted easement with restriction that no garden may be partially or wholly distrubed during norma¿ growing season. Motion by Schneider, second by Husen Ayes: Weyrens, Schneider, Husen, Dehler Nayes: None 762 Petition for Cloverdsle Estates Annexation - Further consideration needed and clarification Increase of Beer License I Motion by Schneider second by Dehler to increase fee to ~5.00 for one day 3.2 beer on-sale license. Ayes: Weyrens, Schneider, Dehler, Husen Hayes: None Motion by Dehler second by Husen to grant license to St. Joseph Parish for 4th of July at cost of $5.00. Ayes: \Teyrens, Schneider, Dehler, Husen Hayes: None Motion by Schneider, second by Husen, to amend Dog License Ordinance to read "the license fee shall be fixed by resolution of city council from time to time".
