1) Uniform Housing Code of State of Minn. correlates directly to Uniform
Building Code. Zoning Ordinance should "lend" itself to working with
U.R.C. and U.B.C.
2) Lodging Houses
A) lot sizes determine number
B) sq ft of structure further determines number
C) other requirements - i.e. #7 bathrooms
- Most stringent requirement determines number of roomers.
- Original design of structure is measure of determining use and
change of use, for compliance with the State and local regulations.
(St. Cloud has ~n Housing Advisory and Appeals Board. Board has
responsibility to enforce code.)
3) Form of Housing Code.
3 copies - office/field inspections/o\vner's copy by certified mail
4) Housing Code covers at aspects of house; safety, structure, use, etc.
5) Registration of Rental Use - All types.
$10. for first unit, $2. for each extra. (copy of Ordinance
All fees are annual
6) Certificate of Registration - annual also
7) 7 day notice of inspection following certification if repairs are
needed 30 to 60 days to comply
8) Certificate of Compliance - after final inspection - (great importance
to banks for re-sale)
9) Need by City to totally specify each ordinance and zoning require-
ments to owner.
10) Rental Income constitutes "Home Occupation" - St. Cloud
n) therefore St. Cloud Ord defines "roomer" and "sleeping room"
City must have housing code in order to act on existing housing structures
