HomeMy WebLinkAbout1977 [07] Jul 07 Thursday, July 7, 1977 763 Pursuant to due call and notice therof the City Council of the City of St. Joseph met in regular session on Thursday, July 7, 1977 at 7:30 p.m. in City I Hall. Members Present: Mayor Hugo B. Weyrens; Councilmen Herman Schneider, Bud Reber, Steve Dehler, Mike Husen; Clerk Bob Johnson. Also Present: Roman Reber, David Hollander. Treasurer Report: Leo Sadlo, City Treasurer, presented the monthly fund report. Approved on motion by Herman Schneider seconded by Mike Husen. Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Hayes: None Minnesota Street heave: The street upheavel on Minnesota Street - concrete area fronting First State Bank. Further discussion to be held with County to correct problem. Roman Reber Bldg Insp: Presented permit fee schedule and up-dated data as per state code. Permit fee comparison data examined. Ordinance 52 Amendment: A motion was made by Schneider seconded by Reber to amend Ordinance No. 52 as prepared by City Attorney John Knapp. Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: None I Resolation Setting Permit fees: A motion was made by Husen seconded by Dehler to adopt resolution that building permit fees be set at 2/3 of 1975 State Code fee schedule. Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: None. David Hollander: Presented a request for an off-sale liquor license - has site - no building at this time. Plans for building next to St. Joseph Plumbing and Heating site (2400 sq ft). Has worked in several liquor establishments. Application form to be submitted. Trailer Court Status: Attorney Knapp to contact Attorney Sullivan regards forclosure and sheriff sale of St. Joseph Mobil Home Court. 5% Park Land deposit: City Attorney Knapp reported on Bloomington Mn court ruling relating to 10% park land dedication or deposit use of sliding pepcentage 5% to 10% used by City of Bloomington on each case. City Appraisal of Drainage Area: A motion was made by Reber seconded by Husen to approve George Petraborg as appraisor for City on east end drainage area. Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: None. I Special Use Permits: Special use requirements section of Ordinance 59 reviewed. St. Wendel Fire Protection 18 sections: Cost factors - capital and operating to be established. Discussion with St. Joseph Township to be held prior to submitting data to St. Wendel Township. 7Rå - ~ Bills Presented: A motion was made by Dehler seconded by Schneider to approve bills as presented. Ayes: Schneider, Reber, Dehler, Husen, Weyrens. I Nayes: None. Gasoline Bids: A motion was made by Husen seconded by Schneider to reject gasoline price bids. Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: None Brainerd Mini Convention: Report presented by Mike Husen relating to insurance and grant programs. Appreciation Awards: Report presented by Dehler on cost of appreciation awards A motion was made by Husen seconded by Reber to purchase 100 8x10 parchment appreciation awards. Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: none Police Reports examined: A motion was made by Schneider seconded by Reber to instruct clerk to dispatch letter to La Playette and Graffiti Inc. regards liquor violations. Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: None Ordinance No. 1977-B approved: ~otorvehicles): A motion was made by Reber seconded by Dehler to approve Ordinance No. 1977-B and direct clerk to schedule publication I of ordinance. Ayes: Schneider, Reber, Dehler, Husen, Weyrens. Nayes: None Ordinance No 1977-C Noise Ord. Approved: A motion was made by Schneider seconded by Reber to approve Ordinance No. 1977-C and direct clerk to schedule publication of Ordinance. Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
