HomeMy WebLinkAbout1977 [09] Sep 08 Thursday, September 8, 1977 77 5 Pursuant to due call and notice thereof the City Council of the City of St. Joseph met in regular session on Thursday, September 8, 1977 at 7:30 p.m. in City Hall I Members Present: Mayor Hugo B. Weyrens; Councilmen: Herman Schneider, Steve Dehler, Mike Husen. (absent: Bud Reber - hospitalized), Clerk Bob Johnson; (Treasurer, Leo Sadlo, absent). Others Present: Marie Hagen, Marie Schindler, both College Ave residents, and Dan Nierengarten. Treasurer Report: A motion was made by Schneider seconded by Husen to accept Treasurer report as presented by clerk. Ayes: Schneider, Dehler, Husen, Weyrens. Nayes: None Attorney Resignation: A motion was made by Dehler seconded by Husen to accept resignation of Attorney John Knapp. Ayes: Schneider, Dehler, Husen, Weyrens. Nayes: None. Attorney Jovanovich: A motion was made by Schneider seconded by Dehler to approve appointment of Tom Jovanovich as City Attorney. Ayes: Schneider, Dehler, Husen, Weyrens. Nayes: None Planning Commission Appointment: A motion was made by Dehler seconded by Husen to appoint James Lawson to City Planning Commission. Ayes: Dehler, Husen Nayes: Schneider, Weyrens. Motion failed for lack of majority. Trees: Program reviewed - cost factors examined - planting program discussed. A motion was made by Dehler seconded by Husen to appropriate $200. for replanting trees on public property this fall, Ayes: Schneider, Dehler, Husen, Weyrens. Nayes: None Tom Williams Variance: Zoning Board of Adjustment and Appeals minutes of Public Hearing held on Monday, August 8, 1977 presented. Tom Williams indicated building would be used only for funeral parlor. Williams also indicated building to receive complete Qxterior face lifting to be started by spring of 1978 Williams Varianca-·Approval: A motion was made by Schneider seconded by Dehler to approve variance request of Tom Williams as presented at a Public Hearing hald on Monday, August 8, 1977: To convert the present V.F.W. building located on College Ave into a funeral parlor with the following stipulations: 1) Structure use shall be for a funeral home facility only. 2) A minimum of 6-off-street parking spaces must be provided. Ayes: Schneider, Dehler, Weyrens. Nayes: Husen. Motion carried 3-1 .. 7f7Ç: ~ ð Ü Ordinance Amendments examined: Council examined Ordinance Amendments No. 62 - 67 - 52 - 55 with Attorney Tom Jovanovic~. Ordinance amendments Nos. 62 and 67 were tabled to allow attorney to I prepare corrected amendments. Amendmen t # 62 Approval-Liquor: A motion was made by Schneider seconded by Husen to approve amendment No. 62. Ayes: Schneider, Dehler, Husen, Weyrens. Nayes: None Amendment # 67 Approval-3.2 beer: A motion was made by Husen seconded by Dehler to approve amendment No. 67. Ayes: Schneider, Dehler, Husen, Weyrens. Nayes: None. Amendment to Ord # 52-Building: A motion was made by Husen seconded by Schneider to approve amendment to Ordinance No. 52 building Ordinance. Ayes: Schneider, Dehler, Husen, Weyrens. Nayes: None Approval of Ordinance No. 1977-D Interference or obstruction of right of ways: A motion was made by Husen seconded by Schneider to approve Ordinance No. 1977-D - prohibiting the interference with or the obstruction of Right-of-ways vdthin the City of St. Joseph. Ayes: Schneider, Dehler, Husen, Weyrens. N aye s : None. Block Grant Project: Engineer indicated possibility of better bid in February Hud approvable - Survey of drainage area not final- easements must be obtained for roadway purposes to drainage area. Improvement hearing date to be scheduled Cloverdale Estates 2nd Addn project reviewed Storm water drainage question discussed Engineer to finalize project cost factors Compaction method to be decided later Digester cleaning proposal to receive Engineer Eastwood examination. Wastewater Plant eA4 Project: reviewed all forms and necessary work to proceed with Step II being prepared. Simon Case: Attorney Eller letter relating to Simon case presented all documents submitted to Attorney Tom Jovanovich. Revenue Sharing Proposed Use Hearing: Revenue Sharing proposed Use Hearing was opened at 8:30 p.m. by Mayor Weyrens. City Clerk presented all information and documentation. There were no oral or written comments presented by citizens. Council reviewed revenue sharing program data. .. A motion to adjourn hearing was made by Dehler seconded by Husen at 9 p.m. Ayes: Schneider, Dehler, Husen, Weyrens. Nayes: None W~~ 777 Regular Council Meeting resumed at 9:05 p.m. A motion was made by Schneider seconded by Dehler to authorize Randy Schumacher - to prepare and submit a pre-application for a Lawcon recreational grant. Ayes: Schneider, Dehler, Husen, Weyrens. Nayes: None ~- Fire hall door reported not operating properly - installer to be notified. Senior Citizens Vòlunteer Program for period April 1, 1978 to March 31, 1979 reviewed. Senior citizen group to be contacted to determine interest. City will consider the $400.00 request for participation. Bills approved: A motion was made by Dehler seconded by Husen to approve bills as presented. Ayes: Schneider, Dehler, Husen, Weyrens. Nayes: None City Hall Windows: A motion was made by Husen seconded by Schneider to approve purchase of 8 storm windows. Ayes: Schneider, Dehler, Husen, Weyrens.
