Pursuant to due call and notice thereof, the City Council of the City of St. Joseph
met in special session on Thursday, September 22, 1977 at 7:30 p.m. in City Hall
Members Present: Mayor Hugo B. Weyrens; Councilmen Herman Schneider, Bud I
Reber, Steve Dehler, Mike Husen; Clerk Bob Johnson, Attorney Tom Jovanovich.
Others Present: Fire Chief Mike Loso: presented communications report,
Training program started this week. St. Bens segment to receive Motorola
attention and training.
Pager demonstration schedule to be determined by Fire Chief and Motorola
representative.
Fire hall overhead door panel replacement discussed. Overhead Door Co.
quote of $105.60 presented.
A motion was made by Schneider seconded by Husen to accept Overhead Door
quote on fire hall door panel replacement price of $105.60.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None
New Applications The following applications for fire dept membership were
presented: John Kremers -(16-1) Rt 2 Schmidt farm; James Marthaler - (17-0)
Wildwood Manor, both recommendations were made by Ray Bechtold.
A motion was made by Husen seconded by Dehler to approve both applications
as presented.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None
Open House Fire Hall: Fire dept will conduct on open house on Sunday, Sept 25,
1:30 to 4:30 - demonstrations will be presented.
Police Chief Lorentz: Patrol car: Factory representative approved warranty I
item on transmission problem.
No report on Police Reserve recruitment.
Bulk gas tank security question at former Union 76 site reviewed.
Speed on Cedar Street East reported as excessive - Chief Lorentz to contact
area businesses using the street in question.
Planning Commission Appointment: Mayor reported Nita Fleming requested name
withdrawal as candidate for City Planning Commission position.
Wastewater Plant Student: An agreement between the Vocational Institute can the
City of St. Joseph to accept two students for on the Job training for
a one week period 10/24t17-tij7l0/28/77 approved on motion by Reber seconded
by Husen as per agreement signed.

Swim Report Summer s0im~program reported - cost factors - provided and examined.
Senior Citizens Action Program: A motion was made by Reber seconded by Dehler
to approve contribution of $400.00 toward Senior Citizen Action Volunteer
Program sponsored through Dist. 742.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None I
Regional Meeting: Four city council members and city attorney will attend
the Regional Meeting at Sauk Centre on Thursday, Sept 29, 1977.
Attorney Tom Jovanovich: Simon case reviewed: Attorney Jovanovich to discuss 779
matter further with Attorney Dan Eller. City action in the matter termed
within law by Attorney Jovanovich. Simon Bros. business operation to
receive additional week to discontinue business operation as directed by
I City Council.
Attorney to notify persons requiring further special use permit discussion.
Proposed Schedule of Fines: A proposed fine schedule has been prepared for the
County Court system to eliminate the long form complaint in many cases.
The long form complaint will still be available when requested.
A motion was made by Dehler seconded by Schneider to approve the fine schedule
as prepared and presented. Copy on file.

Motion carried.
Bonding on East End Project: A motion was made by Husen seconded by Dehler
to direct city attorney to contact Bond Consulting Firm and proceed with
necessary steps on East End Project bonding.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None
Amendment to Ordinance No. 55: A motion was made by Schneider seconded by Reber
to require an amount of land equal in value to g;J, of the undeveloped land
(A-Resid proposed to be subdivided, be dedicated or reserved to the public for
ential) public use for parks, playgrounds, public open spaces, park and/or recreational
facilities or storm water holding areas or ponds. Section IV sub-section 5 -
amendment to Ordinance No. 55.

etc.) A Motion was made by Dehler seconded by Husen to require a dedication or
cash donation of an amount equal to ~ of the undeveloped land value of
commercial or industrial land proposed to be subdivided - Section IV
subsection 5 paragraph B. Amendment to Ordinance No. 55.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None
Attorney Jovanovich to further examine sections under question of amendment
to Ord. No. 55.
Liquor Residence Requirement: Liquor Ordinance residence requirements to be
reviewed by Attorney Jovanovich.
Mayor Presented Communication ~~~ School Principal: Letter of complaint of
littering, loitering etc. on school property received from Lab School
Principal.
Dick Taufen presented tree program report. Tree removal street jurisdictions
examined. Tree planting schedule for fall discussed. Trees to be purchased
I from st. Benedicts for fall planting.
U-Turn Signs: Letter from County Engineer presented relating to U-turn sign
replacement at junction of Minnesota and College Ave.

Beer Licènse: A motion was made by Husen seconded by Schneider to approve
beer license app11cation of St. Joseph Recreational Assn. for Octoberfest
fund raiser scheduled for Friday Sept 30, 1977 at Park Shelter area,
Ayes: Schneider, Reber, Dehler, Husen, Weyrens. I
Nayes: None
with the following stipulations:
1) sales only in park area
2) street to be closed for Sept 30 evening only
Revenue Sharing: A motion was made by Dehler seconded by Husen to publish
revenue sharing hearing notice and tentative summary budget for 1978
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None
Drainage survey presented
State Housing Code: A motion was made by Husilll seconded by Dehler to approve
adoption of the State of Minnesota Housing Code.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None.
Motion to adjourn made by Schneider seconded by Dehler at 12:45 A.M.
