Pursuant to due call and notice thereof the City Council of the City of
St. Joseph met in special session on Thursday, October 20, 1977 at 7:30 p.m.
in City Hall.
r Members Present: Mayor Hugo B. Weyrens; Councilmen, Herman Schneider,
BUd, Steve Dehler, Mike Husen; Clerk Bob Johnson.
Others Present: Bill Wasner, Asst. Fire Chief reported communications in
trucks not complete.
2) Business structure: inspections to be completed by Nov. 30, 1977
3) Pagers cost factors - 10 @ $275. = $2750.00. Dept to purchase
two additional units.
The following two fire dept. applications were presented for council
consideration: Tim Loso - age 18 recommended by Mike Loso. Thomas
Lowell age 18 - recommended by Bill Lowell, retired.
A motion was made by Schneider seconded by Husen to approve applications.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None
Police Chief Lorentz: Bike sale question - notice to be placed in local
paper - Hitching Post.
No bids on used patrol car screen were received.
Letter of complaint presented by Mayor Weyrens relating to a police
dept. matter - lost purse incident.
Letter from Rev. Johathan Fischer presented requesting ordinance
enforcement on school and church property regards loitering, drinking,
etc.
I Arrorney to prepare privacy policy on complaints to city.
Attorney Tom Jovanovich: Second hearing held on Amendment to Ordinance
No. 55 - copies distributed to council for further study. (8%
dedication to be examined on each land pl~tting.)
East End Assessments report: Engineer to provide cost factors
next week. Dorsey firm to provide bonding info - meeting to be held
. with John Knapp - Oct 29.~ Engineer, attorney, clerk meeting Nov 2.
Public Improvement Hearing: Property outside city should be annexed
before hearing - opinion of Bonding Firm. Assessments not valid if
hearing defective on property outside city.
Informational meeting to be scheduled after cost data for each
parcel has been prepared - tentatively set for Nov 15, 1977 at 7:30 p.m.
(Date later changed to Nov 22, 1977
Merickel Construction question on Hollow~ark project examined.
Shade Tree Program Shade tree program examined - approximately 1/3 of
deceased Elms have been removed to date.
A motion was made by Schneider seconded by Reber to budget $2,000.for
sanitation and $500.00 for replanting in 1978.

Nayes: Dehler.
Motion carried.

Land Use Planning Information to be obtained from State Pla~ing Agency.
Hud monitoring report presented relating to Community Development Block 1
Grant Project.
John Kierzek presented a part-time work proposal after retirement -
Council to study proposal
A Motion was made by Dehler seconded by Schneider to certify Ed Kremer
sewer statement to County Auditor with the following deductions,
interest charges and charge for snips $5.97
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None
Vo tec Water school approved for Dick Taufen attendance on motion by Reber
seconded by Schneider - Oct 26, 1977
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None
~A motion was made by Husen seconded by Dehler to approve attendance of
James Marthaler and Dick Taufen at Basic Waste Water Operator
Seminar at Sunwood Inn, St. Cloud on Nov 16-17-18, 1977
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None Correction: on condition Taufen aètempt to secure a Class
"C" license.
Approval of Minutes Dated 7/7; 7/1}; 7/21; 7/25; 8/4; 8/11; 8/25; 9/8;
9/22 approved on motion by Dehler seconded by Husen.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens. I
Nayes: None.
Husen 5-Man Board report: Special meetings fee established at $175.00.
Meeting 2nd Wednesday of every even numbered month.
Joint meeting - of Joint Planning Commission tentatively scheduled
for Dec 5, 1977.
Reber report on Park Board Meeting: Attendance reported below par -

Pre-application data and additional information necessary for final
application - copies prepared for Park Board members.
Park Board membership improved
Planning Commission appointment to be made in Nov.
Stearns League meeting report presented by Dehler.
4 meetings per year
January next meeting
Highway 94 opening program discussed. Further study to be made.
A motion to adjourn was made at 11:45 p.m. by Schneider seconded by Husen I
