Pursuant to due call and notlce thereof the City Council of the City of
'st. Joseph met in regular session on Thur8d~y, ~eccmber 8, 1977 at 7:30
in City Hall. I
Members Present: Mayor Hugo B. Weyrens; Councilmen; Herman Schneider,
Bud Reber, Steve Dehler, Mike Husen, Clerk, Bob Johnson
City Treasurer, Leo ::;adlo.
City Treasurer Report: Monthly treasurer report presented by Leo Sadlo and
approved on motion by Schneider seconded by Reber.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None
Husen 5-Man Board Report: Councilman Husen, Chairman of the Orderly
Annexation Board, presented a report of the Board's November
30, 1977 meeting. The Board met to the discuss the land use
possibi~ities of Cloverdale Estates with developers Don and
James Landwehr. The matter was referred to the City Council on
unanimous motion by the Board. The motion reads as follows:
"The Orderly Annexation Board recommends to the City Council
of st. Joseph that the Council seriously considers amending
zoning Ordinance 59, Section VI, all Subdivision included,
to change the existing requirements for Multlple Dwellings to
allow dwelling of more than twelve (12) units, to require less
than the present 3,500 square feet per lot per unit, to consider
changing of the present design standards relevant to section VI
of Ordinance 59. The Board recommends the number of units al- I
lowed be 24 per dwelling, and the required square feet of lot
area per unit be 1,900 square feet."
Council to take matter under consideration. Further discussion
to be scheduled with City Planning Consultant yirm.
Letter - report of Orderly Annexation Board placed on file.
Attorney Report on Zoning: City Attorney Jovanovich reported on per unit
cost - st. cloud case - city donated property free of assessments.
Further investigation and stuay to be made. City planning Con-
sulting Firm to be contacted. January meetlng to be scheduled.
Easement: El Paso easement being prepared by Attorney. Surveying to be
completed
Amendment to Ord. No. 55: A motion was made by Husen seconded by Dehler to
approve the amendment to Ordinance No. 55 as corrected by City
Attorney.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None
Palmersheim Easement: Easement prepared by Attorney for signature by
Palmesheim and recording.
Alley 2nd Ave NW: Attorney Jovanovich reported further legal investigation I
required for Lot platted in 1855 - 1899 adverse posseSSlon question.

Annexátion Hull & Eich: A motion was made by Reber seconded by Dehler
to approve the petitions by Lyman Hull and John Eich prop-
erites as described in the petitions for annexation.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None.
Bills Presented: A motion was made by Reber seconded by Schneider to
approve bills as presented.
Ayes: Schneider, Reber, Dehler, Husen, \>Jeyrens.
Nayes: None.
Radio Communications: A motion was made by Reber seconded by Schneider
to approve purchase of the following radio communications
equipment: 3 mobil units, 1 remote desk set, 1 walkie talkie.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None.
Police Car Snow Tires: A motion was made by Reber seconded by Husen
to approve purchase of snow tires for police car.
Ayes: Schneider, Reber, Dehler, Husen, Weyrens.
Nayes: None.
Police Advisory Commission: A motion was made by Dehler seconded by
Reber to approve the appointment of Nita Fleming to Police
Advisory Commission.
Ayes: SChneider, Reber, Dehler, Husen, Weyrens.
Nayes: None.
Joint Planning Report: Presented by Mike Husen - land use discussion
held - all areas abutting city.
City Planning: Richard Zwilling business operation in R2 examined.
Reported employed elsewhere. No longer operating business
at his residence at 213 Able St. East.
Planning Commission Appointment: Mrs. Marlene Schroeder - Ben Kremers
terms on Planning Commission extended another three-year5

Nayes: None.
Baggenstoss - question - 10 year occupancy and compliance
considered. Recommended he be considered having rectd
3pecial use permit.
Park Board Meeting: Bud Reber reported meeting held Nov. 29.
Rinks: Skating rinks opened - small hockey rink ready to go.
A motion to adjourn \'las made by Reber seconded by Schneider
at 12:05 a.m.
